"Despite 5.53 inches of rainfall
during May, seeding of spring
grains has now been completed.
Farmers were busy; during the
week either seeding corn or get-
ting the ground ready for the
seeding of born and white beans.
The extreme cool weather still re-
prices such as ireu have on eggs,

that the formula 'be used to set
floor prices from 65 to 80 percent
as shown by the formula, The

To The Editor,
Clinton News-Record,
Clinton! Ontario,
Dear Editor:
Apparently 'the public relations
program of the Huron County
Federation of Agriculture has
been more successful than we an-
ticipated, To find someone voic-
ing complaint about the good re-
lations existing'between the Press
and the Huron County Federation
of Agriculture is Music to my
ears. Within the Federation we
have always regarded our inabil-
ity to get adequate information
out through the Press as one of
our greatests weaknesses.
Mr. Hill in his letter to your
paper on May 24th 'suggested that
the Federation of Agriculture
Marketing Conference held in To,
, Tonto early in March was directed
from the top. Mr. Walter Miller
of Tara in his remarks' to a meet-
ing in Clinton town hall made a
similar statement. I have been
associated with the Federation of
Agriculture for the past six years
as their seeretary-treasurer and
fielclrnan 6and I emphatically state
that at ho time have I received
orders from the Canadian Federa-
tion of Agriculture or the Ontario
Federation of Agriculture. Your
county and township Federation
units sink or swim on their own
initiative and are not directed
from the top as suggested. Ap-
proximately 12,000 farmers attend
the Marketing Conference in To-
ronto early in March. I will defy
anyone to take 12,000 farmers and
ten them what they have to think
unless they are in agreement with
the policy. Politicians can't do it
and I am certain farm organiza-
tions cannot do it either.
The levy system of financing
the Federation of Agriculture has
been in operation: in Huion. Coun-
ty since June 19'45. In this levy
system there is an opportunity
for anyone net wishing to give
support to` have their name re-
moved from the \list, Some mun-
icipal councils felt that the act-
ivities' of the Federation of Agri-
culture, was of benefit to all ,far-
mers so they gave a grant in
place of the levy which is perfect-
ly legal:
In the Pi-evince of Saskatche-
wan, where the Farmers Union
is reported to have started, they
applied to the Provincial Govern-
ment for a compulsory levy, on all
farm land to be paid to' the Sask-
atchewan Farmers' Union.. There
-was no escape clause in this pro-
posed legislation and unless you
took out a membership in the
Saskatchewan Farmers! Union you
had no' say in the spending of this
levy. The legislation did not pass.
If the Farmers' Union is in favour
of a levy. in Saskatchewan how
come they are opposed to it in
Ontario, or is it because it is be-
ing operated by a different organ-
ization?
It should surprise no one that
the Co-operative support the Fed-
eration of Agriculture, It was
through the efforts of the Feder-
ation of Agriculture that the Hur-
on Co-operative Medical Services
was formed. The Co-op auto in-
surance program as developed in
Huron County has been under the
direction of the Federation of Ag-
riculture, Two of the Past Presi-
dents of the Huron County Feder-
ation of Agricluture came from
directors of farm supply Co-ops
The finances of the Federation
of Agriculture are controlled en-
tirely within the county of Hur-
on. When you pay your 2/5 mill
levy to the Federation of Agricul-
ture its disposition is' entirely in
the hands of Buren County people.
That is more than can be said for
the Farmers' Union.
During my time as secretary of
the County Federation of Agricul-
ture and during the time my pre-
decessor held office there has nev-
er been a resolution or suggestion
put forward in support of Parity
Prices. s This parity price discus-
sion has been introduced into Hur-
on County by some of the top
speakers of the Farmers' Union
and is not the• result of thinking
among our' own farmers. As a
matter of fact I attended Farmers'
Union meetings three years ago
and heard the same story that
you people in the Clinton area
have been given this past winter.
The Farmers' Union are guilty of
the same offence of which they
claim the Federation of Agricul-
ture is guilty. Namely directing the
thinking from the top down.
The Huron. County Federation
of Agriculture has printed and
distributed its financial report ev-
ery year as for back as I can
remember and it is available to
all who would care to read it. We
have no apologies to 'make to
anyone.
The Farmers' Union persist in
stating that the Federation of Ag-
riculture asked for 65 to 80 per-
cent of parity. We have worked
out a formula for getting support

AFTER ALL BILLS
ARE PAID
IN BUSINESS when all bills are. paid at the
end of the year, what is left (after taxes) is
profit. Profit provides the money from which
dividends to shareholders or owners are paid.
Any enterprise that year after year disburses
all of its pofits in dividends is headed for
financial trouble. Prudence dictates that a
portion of• each year's profits be retained and /
used in the business.
These retained earnings enable a business to
pay at least a part of the cost of the constant
need for better equipment and additional
capacity. ,
Profits are necessary for business growth.
And business growth creates more jobs. Thus
profits retained in a growing business benefit
employees,shareholders and customers.
