OCR RAILWAY AND POSTAL AC-
COMMODATION.
In the matter of railway and postal
accommodation the people of Wing -
ham have a serious grievienco. They
have been patient and long suffering,
waiting in a ain for some improvement,
but since the Grand Trunk gained con-
trol of both the lines leading into
town, matters have graduaily grown
worse, until they have become almost
ungarses now ibe Ithh time that
the attention of the Post Office depart
nrent was called to the existing state
of affairs, and the Grand Trunk mon-
opoly brought to time. This town
gave heavy bonuses to induce two
competing lines of railway to extend
here. We had nothing to 3ohnplain of
so long as they remained competing
lines. but since the Grand Trunk
bought them up we have been entirely
..tit the mercy of that corporation, and
have been forced to accept whatever
they liked to give. Instead of these
lines working to our advantage as
heretofore, they rather work to our
detriment, inasmuch as the railway
company fluke our interests subsurvi-
ent to their own aggrandizement. As
an example of the accommodation af-
forded us we might state that the
first train from the outside world
leaves London, via the London, Huron
& Bruce, at. 6 o'clock in the morning
and reaches iWingham at from 11,30
to 12.30 noon, according to the
amount of freight to be left along the
line. This train thus makes an aver-
age speed of from eleven to thirteen
utiles an hour ! And this is one of
our mail trains ! Again, a letter will
come from Belgrave, six miles dis-
tant, in a trifle over half an hour ley
this lightning express, yet it takes
about four hours for one to reach

appear odd, yet it is nevertheless a
fact. We might go on quoting similar
examples of our lack of ..railway, and
postal accommodation, but these will
suffice in the meantime. Now the
question arises, bow long must we
su!•mit to this kind of treatment?
There surely must be some means of
securing redress, aid if there is it
must be sought for and applied.
WINGHAM'S FIRE PROTECTION.
An excellent example of the effici-
ency of our recently re -organized fire
company and tae completeness of our
system of fire protection was afforded
last Sunday morning. A fire broke
out at an early hour when few, if any,
were out of their beds, yet within a
period of about six minutes from the
first sound of the alarm a heavy
stream of water was playing on the
flames. This is exceptionally fast
tiir.e, and is all the more astonishing
when we consider that the company
was re -organized but a week or so ago
athcl lead°Pio opportunity for practice.
It might well lead a person to wonder
what they can accomplish with pro•
per training. The re -organization of
the department was undoubtedly a
good move. In Capt, Cline we have
o. man who is active, cool-headed and
experienced, and it is self-evident that
he was very judicious in the selection
of his aide:. Our system of fire pro-
tection cannot be excelled, and is r-etn-
dared all. the more valuable through
having capable men to manage it.
We have a most excellent system of
water works;, we have the electric fire
alarm. Almost immediately that a
alarm is sounded the machinery is set
in motion, when there is instantly a
direct and, heavy proasure at every
hydrant. There is probably but one
thing lacking to make the department

STREET LIGHTING.
A subject which deserves the at-
tention and conbide ration of our conn
cil is the platter of lighting our streets
at night. Tl.e many who have oc•
casion to traverse tbo streets after
nightfall have very often to submit to
unpleasant experiences for want of
something to guide them and point
out defective walks and pitfalls, more
especially on dark and rainy nights
such as we frequently have. Very
few, if any, towns of equal preten-
sions with Wingham are without
street lamps, and many less populous
places are well provided for in this
respect. But laying such compari-
sons aside, it has become almost abso.
lutely necessary that some provision
should be made whereby our streets
may be lighted on dark nights. By
placing lamps at suitable distances
apart on Josephiue street, and at the
corners of some of the principal
thoroughfares, the pirpose would be
amply served, eel but compaeatively
few lamps would be required, while
the benefits accruing therefrom would
be manifold. This is a point our
councillors might put beneath their
fiats and think over

Of coarse accidents will happen in the
best regulated families, but at the
sane time this is occurring so often
that it a; n' cessary the attention of
the post office inspeetor should be
celled to the ma ter. •

Sia,—Winglutui is making progress
slow and sure, in roepil.g with the
lutrd times. The salt well is likely to
be a success as tar as salt is concern-
ed, and there will be practical men
found to embark in its manufacture,
ancL the C. P. R. will soon be extend-
ed into our town. One of the most
clevermea of Souter 1-1 iron,. a manu-
facturer and mane of wears, was
heard to remark to an ax -mayor and
bank manager here ree,ntly that we
had not made the progress that our
position entitled us. I don't know
that the reason wee giveu or pointed
out, but the fact remeine. The town
of Clinton is being ixhilt up, Brussels
and'Luskuow are being forced ahead,
and even Teeswater is clone;; well.
Wiugham has a great lnai,y wise
heads who hoid that as the country
improves so will also the town, This
is a fallacy. The places that aro
made the most attractive and contain
the finest buildings increase in popu-
lation a,.d wealth, and outdistance
their rivals. We should now by wise
management have had 8,000 of a pop-
ulation ' Our school is a very fancy
and stylish building, and its main-
tenance is quite too expensive in any
humble way of thinking. Had we a

THE second day set for'the`exeaution
of Louis Riel is come, but the sentence
of the court will not be carried out to-
day, as he has been granted a hither
respite until the 26th inst. This is
done to allow an appeal being made
to the Imperial Privy Council, which
meets ors the 21st, which will settle
the platter of jurisdiction o2 the court
which passed sentence. There may
be grounds for dispute on this score,
but that can make no clifrereace as to
the guilt of the man or the justice of
the sentence that was passed upon
him,
Wn would call the attention of our
farmer readers especially to the com-
munication of It. W. Phipps on
"Autumnal Forest Culture" which
appears in another colmmn of this
paper. Mr. Phipps is thoroughly in
formed on forestry operations, and
the su$gestions thrown out in thjs
article are practicable at the present
time and easily carried out, and ar
deserving of the earnest consideration
of every agriculturalist.

The outstanding debt of the town
must shortly be rearranged, and, to -
„pother with the reasonable and neces-
sary increase of the debt, the rate
should never exceed fifteen mills on
the dollar, at which rate the town
would grow, thereby inci easing the
assessed value of property. If the
sinking funds had up to the present
time been provided there would have
beet some justification for the rate
being two cents. If the town is to
leave the benefit iri a reduced taxation, ;
and built up by private enterprise,
there must be a determination to
come down to h trd pan and conde-
scend to economize in every possible
way. Wingham as a town 'alerted
out very liberal, and perhaps has
i gained wisdom by expending largiy
without paying our debts. As I have
said, the moneys levied were ample to
set aside the sinking brad required by
law, I presume if Wingham is lack-
ing in private enterprise others should
be induced to come here, but there
are several gentlemen that might take
the risk m. the town that LS there
home, of erecting stores, offices and
tenement houses, or embarking; in
some enterprise that would give us a
start and not rely solely on the"C, P.
R., and share in the honors of build-
ing up a beautiful town most advan
tageously 'situated.
