FII:E AND LIGHT,
To the Editor of the Toms,
tended. Take this from the Wingham
Advance as an example:—
LA.NGSIDE..
(Too late for last week,)
A wedding this week,
TIus Iiingston Whig remarks:—"The
Montreal Star says the devil has broken
loose in the Globe office. It refers to
the printer's devil, who is, ,generally, a
very harmless individual. His Satanic
majesty in person has not been out of
Montreal for some time. Ho has been
credited with running the Star."
THE editor of the Wingham Advance
forgot the golden rule a good many
times during the campaign, and his col-
umns frequently contaiued false state-
ments, which he, apparently, was not
desirous of correcting. Ile was not a-
bove hitting an opponent below the bolt,
and we aro sorry to say that his practice
of principle was much below his profes-
sion•—Clinton New Era.
Is there danger of the French ruling
Canada? We think not. The French
members in. both parties, all told, do not
number more than fifty. It is generally
supposed that all Quebec members are
French but suck is not the case. Foun-
teen of the Liberals in Quebec are Eng-
lish speaking some of whom had for
their opponents Ierenehmen.—Teeswater
News, Independent.
A Tory •contemporary says:—"The
Globe is actually ashamed of the French
majority, and in a recent'issue tried to
class a cumber of them as Englishmen.
Notwithstanding the Globe's tactics,
Ontario is awake and alive to her inter-
ests." The Globe is proud of the Quebec
Liberals, and we believe they will act so
as to win the confidence even of many
of those who are now holding them up
to scorn and contempt.—Toronto Globe.
REGISTRAR, SINCLATE,DEAD.
Donald Sinclair, Registrrr Co. Bruce,
diel •ou Monday afternoon in Toronto,at
the residence of his father-iu-law, Mr.
Thos. edair. The body is to be brought
to Waliserton, and afterwards taken to
Southampton for interment,
Mr. Sinclair was ono of the pioneers in
the settleuue13t of Bruce. He was a
native of Islay, Argyleshire, Scotland,
where he was born in 1899, was well
educated, and taught school. Coming
to Canada in 1851, he taught school and
later weft into business in Southamp-
ton and Paisley -
He was chosen by acclamation in 1867
to represent North Bruce in the Legis-
lative Assembly of Ontario as a Liberal.
.After his retirement from Parliament he
'became in 1883, Registrar of Bruce.
NOTES AND COili:trENTS,
THE re-count in South Perth gives
Mr. Erb, Liberal, a majority of nine,
WE understand that the Conservatives
of West Huron have demanded a re-
count.
AT the Lorne polling sub -division in
Kincardine township Mr. Tolmie got
100 votes and Mr. George got 1.
PREaLER Laurier will be 59 years old
on Saturday of this week. May he live
for many years to fill his present posi-
tion.
Sixen Her Majesty came on the throne
there have been 33 Ministries in Great
33ritain-16 Liberal Ministries, 15 Con-
servative and 2 Coalition.
THE North Bruce re-count held at
Walkerton on Monday before Judge
Stein, resulted in reducing Mr. McNeil's
majority of three down to one.
The election in Gaspe, Quebec, for the
Mouse of Commons took place on Wed-
nesday of last week. Mr. Lemieux,

in the columns of your paper for a few
words upon a public grievauee, arising
perhaps from the neglect of our Fire and
Light Committee re south end of the
town.. Take Vietorie street for instance.
A street that has been a public thorough -
faro siuee the origin of the town, resid-
ents thereon have perhaps paid two third
more taxes than any other street in town
excepting Josephine street; has ten or
twelve places of business upon it, be-
sides a great deal of travel to and from
the Union factory, the glove factory,
show grounds, besides the traffic from
Lower Wingham and East Wawanosh.
We have to pay heavy taxes for electric
light and have to walk in the dark. Lives
are endangered coming down the hill
from the salt block for the want of light
andnecessary improvements to the street
The recent fire was an "eye opener" to
many. Although' Victoria street resi-
dents pay heavy taxes there are no
hydrants or electric lights west of
Josephine street. There ought to be at
least one hydrant and two lights placed
upon Victoria street, west of Josephine
street.
Yours for Justice,
RATEPAYER.

It 1s with such insults that certain Con-

of Quebec, and if they continue this
stupid campaign they will never regain
the lost ground.

Now that the elections are over it is to
be hoped that the country will again set-
tle down to another term of growth and
prosperity. In the heat of an election
campaign men are apt to think that un-
less their party is successful everything
will go to the dogs. Canada's prosper-
ity rests ou a solid foundation, and the
Canadians should have enough faith in
their country to be confident of its
future no matter whether the party
they support or that which they oppose
happens to attain power.

The Coining Census.
Archibald Blue, Census Commissioner
for Canada, says the census will be tak-
en as heretofore,in Apri1,1901,and will be
concluded within a month. Not only
will the heads be connted, but also a re.
cord'of the industrial life will be obtain-
ed. The scheme of enumeration is to
take the polling subdivision of each elec-
toral district as units. The aggregate
will represent the population of the dis-
trict. A man in the polling sub -division
will be appointed enumezator, and there
will be as many enumerators as there
are polling subdivisions. The enumer-
ation will be made de jure and de facto.
The enumerators will be sworn to sec-
recy. We are glad the Government
will start the de facto system, following
the example of Britain. The de jure
system is liable to abuse, inasmuch as it
takes in people who have removed from
the division as actual residents. By the
de 'facto systeni everybody found in the
divisions on a certain set night is count-
ed, and there is not the same risk of
duplicating, or swelling the numbers by
people who have ceased to he residents,
