Ontario Dairy Herd Improvement Corpora-
tion Board Chairman Don I:azenby have
signed an agreement consolidating milk
recording systems in Ontario.
(. Effective July 1, 1985, the agreernent
between Agriculture Canada and the Ontario
Dairy Herd Improvement Corporation
(O. D. H . I. C.) integrated Record of Perform-
_once (ROP) milk recording services with
similar services already provided by the
corporation. Agriculture Canada will contin-
,ue to be responsible for the dairy cattle
, genetic evaluation program.
Agriculture Canada will also continue to
provide significant financial resources to the
program, as part of its ongoing commitment
to genetic improvement in Canada.
This is a good example "of the govern-
ment's continuing effort to work in co-opera-
tion with producers and provincial' govern-
ments to improve and expand services to
farmers," Mr. Wise, said.
"This partnership will not only reduce
government expenditures, but it will also
improve productivity, increase employment
in the private sector and avoid duplication of

Ontario milk recording integrated
• Canadian pork producers have to stand up
and push `back against their American
counterpartS, the chairman of the Ontario
Pork Producers' Marketing Board told the
gathering at the official opening of the 12th
annual Ontario Pork Congress,
The OPPMB chairman, Tom Smith of
Utopia, said he is getting "more than a little
worked up" over' he closed borders of some
American states and the tariffs being charged
to Canadian producers who export to the U.S.
""We'll come out leaner and meaner,"
he said.
He told the room packed , with pork
producers, media and representatives from
foreign countries that Canadian pork produc-
ers should get worked up about the closing
borders.
As a st•trt, -he suggested pork producers
write their local member of parliament.
Some four or five states have closed their
services with other organizations."
The federal dairy ROP program started in
1905 to provide stock breeders with a, milk
recording service for identifying superior-
producing cows.
As of March 1985, there were 4,318 herds
with 225,245 cows and goats on test across
the country. About 57 per cent of the herds
and 54 per cent of the animals on test are in
the province of Ontario. ,
O. D. H. Lc. is a non-profit service organi-
zation owned and operated by Ontario dairy
'farmers. The corporation is supported
financially by the Ontario Ministry of
Agriculture and Food and the two work in
close co-operation.
"The restructuring Of milk testing under
these two programs willpass on more
efficiencies to producers to further improve.
the Ontario -dairy industry," said Ontario
Minister ef ',Agriculture and Food Ross
Stevenson.
The agreement will result in significant
benefits to producers. The corporation's fees
will be lower than those that would have to be
charged if the . program were maintained
federally and the department was to meet its
borders to Canadian pork because of ,this
country's use of the chemical chlorophenol.
"The States asked for it (border closing) for
political and trade reasons, no health
reasons," said Mr. Smith.
In April, the States introduced countervail
measures, 'whereby all importing producers
have to pay tariff to them.
"This is a breaking of trust between
ourselves and Americans," said Mr. Smith of
the countervail measures.
He did say the tariffs are aimed at the
provinces who give their pork producers
subsidy dollars, but Ontario doesn't give
such subsidy yet its producers' are affected by
the tariff.
The pork marketing board chairman said in
several different ways that the American
action is unfair. He verbally pointed to both
Ottawa and Washington noting free trade
doesn't mean the same to each government.

"And Agriculture Canada will continue to
have a major role in guiding.milk recording in
Ontario, by virtue of its appointment of a

Under the three-year agreement, all herds
enrolled in ROP in Ontario will be transferred
to 0.D.H.I.C. The corporation will also offer
employment to all ROP field inspectors and
supervisors.
"lam satisfied that the detailed agreement
.we have reached' will ensure the national
standards prescribed by the Canadian Milk
Recording Board will be fully maintained,"
Mr. Wise said.
The Minister went on to' say that
Agriculture Canada is prepared to transfer
the milk recording responsibility to organiza-
tionS similar to 0.D.H.I.C. in other prov-
inces.
At the same time, the department is
continuing to work in co-operation with other
milk recording organizations in developing
an- improved computer sYstem:
In his opinion, free trade means free
exports but tariffed imports to the States
while to Canadian free trade means open
borders both ways..
The provincial agriculture minister at the
moment was also on hand for the official
opening. Despite an anticipated last ditch
effort to impress farmers, Dr. Ross Stevenson
'only had one announcement.
The provincial government will financially
help the Ontario Swine Al association.
Dr. Stevenson said a financial consultant
would be provided by the province as well as a
$25,000 donation to assist in day-to-day
operations. Thirdly, the province will pro-
mote Al within the industry.
Speaking in the morning of the Tories last
day as the ruling party in' Ontario, Dr.
Stevenson said he will continue to be active
even as a pork producer which he is.
"It's a hell of a lot stabler than politicS," he
said.

Association, Soil and Water Conservation
District will hold its annual Conservation
Day. Ray and Mildred Hogan, along, with
many of their neighbors, will host the event.
To find the Hogan farm take the sideroad
heading northeast off Highway 21 at.
Kingsbridge (north of Goderich.), turn right
at the first crossroads and drive until you see
the crowd (about 2 km). Signs will be posted.
The program includes wagon and bus tours
of local conservation efforts including struc-
tural works, as well as tillage and cropping
programs. The line-up of presentations for
the afternoon includes four dynamic speak-
ers. Carl and Rosemary Eppley farm 500
acres in a corn-soybean rotation near Wabash
Indiana. They have been , using the ridge
tillage system for six years. This year they are
trying a amatIni.eenee nf winter wheat in their
system. Ben Edmunsden farms 2,000 acres
ne Clayton, Indiana. He is into his second
ye using ridge tillage on .a corn-soybean
rotation. Dr. Howard Doster is a professor in
the 'Economics Department at Purdue Uni-
versity in Indiana. He has extensive experi-
ence with several tillage systems and has
studied the economics of each.
In addition to the program guests, several
farmers from Ontario, who have used
different conservation practices . will be on
hand to act as resource people, They will be
more than pleased to discuss their experi-
ences with anyone who asks! A static display
of farmer-owned equipment will be on hand
too.
Economics and benefits--Dollars and
Sense--will be emphasized during the day.
Registration is $4 and a light lunch is
available. Everyone is welcome!
