House of Commons have been issued.
The elections taking place ori De -

deferred to avoidclashing with the
Provincial.

•really desirous of discouraging cor-
s•upt practices at elections, should
state the results of the controverted
cases fairly. In West Huron there
was no admission of corruption. Mr-
Garrow resigned his seat b agree-
ment with 111r. Beek, to avoid the
,cost of a scrunity. There is not a
shadow of dishonorable conduct of
.any sort resting on anyone in con-
eteetion -with the West Huron elec-
tion. Needless to say, The Mail and
Empire never mentions South On-
iario and North Waterloo, the worst
cases of all. This is too silly to Le
successful even with partisan read

the Legislature of Ontario in 1890,
1894 and 1898. .
The Globe says: Mr. Garrow will
not be a salaried member of the
government, and, as has: been said,
will not have a portfolio. He would
not have been in a position to ac-
cept a portfolio if there had. been one
to offer, as his large legal profession
would not preclude his acceptance of
a portfolio unless he were prepared
to make greater pecuniary sacrifices
than he was willing or able to make,'
but he will sit in counnil, and the
government will have both in coun-
cil and in the legislature the advan-
tage of his ripe and mature judge•
meet, of his legal and business know-
ledge and of his industrious habits.
He brings unquestioned strength to.
an already able administration, and
while congratulating Mr. G•arrow,we
also congratulate the government
upon having called to their counsels
a man of his high character and
great ability, and one possessing in
so large a, degree tile confidence of
the legislature and of the entire
country.
