DCI•iPTIO:' BY TORIES.
A favorite trick of Tory politicans,
In these days, is to compare the esti—
mated expenditure for the coming
year, with the actual expenditure in
;he lust year of the Tory (3 oTernnlent.
is•absolutely unfair, because the
estimates for any year usually exceed
the expenditure. In 1890-7, for in -
:evince the expenditure was within a
trifle of $ `3,000,000 fess than the esti-
mates. Moreover the last year of the
'Tory regime does not afford a fair
day. Miss Houghton, of Wingham,
will give a fine entertainment in the
evening with her class of children.

comparison. In the six years, pre—
teeding that year, the expenditure
fleet -eased on an average of $427,594
every twelve months ; but in the last
year of that regime, with defeat
staring them in the face, the Tory
'Government made a herculean effort
tend succeeded in making an appar-
ent
ppalent reduction of 51;182,803, compar-
ed with the preceeding year. The
purpose was to make a banner year,
In order that future Liberal expendi-
ture would show a seeming increase.
Many really needful expenditures
were accordinly avoided, and pay—
ments which were due then were
deferred until the following year,
when the Liberal government was
forced to meet them. When corn
?orisons of expenditure are. made
these things should be remembered.
