word "estimate" for a guess. ,
For instance: auditors who
have been poring through and
into stacks of paper to determine
the financial position of the Perth
County Board of Education, had
to do some guesstimating lbout
the 1977 payroll.
The financial statement for
1977 was presented to the board
" Tuesday night May 2 along With
an explanatory note from the
chartered accountant firm of
Monteith, and Monteith. The note
advised the board that 1977.78
salary schedules had not been
established by the end of the
eaNndar year, so the statement
shows what, wage' and salary
, payincnts were made in 1977 but
a final payment for'1977-78 had to
be adjusted "to reflect salary.
schedules" in the board's final
position.
That's another way of saying
somebody's „ going to get a pay
increase.
The board's 1977' expenditure
for elementary schools was
$10r761,995 which included
$7,469,665 for teachers'. salaries,
(listed as instruction). The 1977
expenditure in elementary

The county elementary school '
teachers have reached .a working
agreement with the beard so that
reserve will not be needed.
In the secondary school system
total expenditures were
$10,062,662 in 1977 compared—fir
$9,274.,224 in 1976 and that
includes instruction payments' of
$8,037,591 for 1977 compared to
$7,427,885 in 1976.
But the instruction salary
figures are underlined.,Secondary,
school teachers 'have not yet
reached a contract agreement
with the board and any salary
increases would be retroactive to'
September 1, 1977.
So somebody' had 'to
"guesstimate” what that
increase might be, if any.
Contracts begin September 1 and
end. August 31.
If any? There's usually an
upward trend in salaries following
any negotiations.
But those expenditure are not
all direct property tax.
Provincial grants in 1977. for
secondary schools were
$6,675:,820 and the' direct taxation
payments by county taxpayers
were $3474.432;:, while in the
elementary schools department
the - provincial grant was
$6,953,876 and • the local
taxpayers' share was
$3,878.035.
Huron County council approved
a $185,000 budget Friday for the
International Plowing Match
which is to be held in Huron
County September 26 through 30
in the Wineham area.
The budget sets aside $160,000
for 24 committees and $25;000 for
Per diem payments and mileage
for the committee members. -
The biggest single expense the
plowing match organizers face is
publicity for the match. The
publicity committee was given
$26,247 to work with and $900 for
expenses for committee
members. The next largest ex-
pense was for land which was
estimated.,' to 'cost $21,600.
Members of the • land committee
will spend $1,600 boosting the bill
for land to $23,290.
Administration for the match
will ..cost about 517,150 with
committee members using about
$6,575 making • the total ad-

ministration expense $23,725.
The ladies program will be
funded with $14,780 and a
committee expense of $1,650 for a
$16,430 total. Health and water
costs will be about $10,200 and
that committee needs just $325 to
OPerate leaving health cost's at
-$10,525.
The tent city and parking were
the other two, major. expenses in
the budget. The tents are 'ex-
pected to cost $10,585 with $900
for the committee making the
total $11,485 while parking will.

$50 damage
A small piece of suction pipe
caught on fire at the Genesco
shoe factory early Tuesday
morning and firemen were called
to the scene•aS, a precautionary
measure.
Plant manager, Walters, said
the fire was caused by dust in the
pipes and resulted in 'about $50
damage.
