It hinders nes n>en from undertaking tr er things beeaue of the highrate vt intt'test, and so to a certain tent trade is hampered. The reduction in the rate o: nteest may be felt somewhat severey by' the depositors, but these re not the most iutpurtant class in the communty. What this country needs is more money invested in usiness enterprises that will develop ts resources. Not only is tlli5 true in regard to our mineral and timber resources, but in regard to our agri- ultural resources; and it is to the lat named to which we wish to draw particular attention at this uncture, There can be no question but that a:grieuture in this country has been hampered very much during recent ears because of the want of cheap money. While as a rule the busi ness man, if his credit were good could get money at a reasonable nterest, the fernier has nut been ble to do so. There are manyfarms t.) day groaning under heavy pnertgages joss because the owners could not get money to purchase etock when required, or to carry on the farming operations in the very best way. M.an,y farmers are work - ng their farms along unprofitable .lines just because they have not been able to borrow afew hundred dt,llars wt a rate of interest that would en- a.ble them to have a little profit outof transaction. If the action of the Government in reducing the rate of ;Interest will tend to bring about cheaper money, no elassshonlri profit•as touh by it as the former. If be Were placed in a position so that he could borrow a few hundred dollars aa.t any time at a rate of about 4 or 5 per ceet. the average Canadian tanner would soon better his eon- dition. The larger number of cur people are farmers, and if they are prosper sous the rest of the e'nnmunity will benefit by their prosperity. We therefore think that they should be given a chance to make the very best oat of our agricultural resources, and if need ne, the (kovernment should adopt some plan whereby (every termer tvho needs money to carry on his farming operations in t'he best way could get it as cheaply as possible. We venture to statehat if during the next, ten years, eevery farmer in this country could borrow money on reasrtnable security rat not over '1 per cent. there would Te such an impetus given to Can- adian trade that w',uid surprise even Ile most optimistic. All our farmers ,need is a fair chance. They are as .a rle reliable and trustworthy, and rten on the whole are above theaverage farmer of any other country, with the exception perhaps, of Great Britain, in business ability. Then there is the question of ieeurity cf money borrowed.
