Mr. Bowman said increased ,
OHIP premiums will cost the
board an additional $57,000 in
1978. '
Mr. Bowman said there will be'
a net reduction of 21 elementary
proyed at the, meeting is 5,89 per
cent more than last year's
$21,832,186 budget but local
taxpayers will face a 15.12 per
cent tax increase because the
provincial' government will be
contributing only 1.23 per cent
more 'than last year.
Public school supporters are to
pay for 35,83 per 'cent of the
Ward's cost of. operating compar-
ed to 32.96 last 'year.
Provincial grants account for
59.74 per cent of the board's
fmancing, compared to 62.48 per
cent in 1977.
°Mrs. Barbara Herman, board
chairman, said a public school
supporter, in Stratford with , a
home assessed at $3.000 will be
paying $16.38 more in taxes this,
year on the education mill rate for
the city of 34.24 mills up from
31.68 mills last year. '
J.L.Anderson, superintendent
of business and finance, said the
board's 1,23 per cent grant
increase is part of tile govern-
ment's announced plan to try to
balance its budget. He said across
the province school boards were
to receive , ••ars • •average grant
increase of 4.79 per cent but the
Perth board was given a smaller
increase, because in the pro-
ce's view, Perth's assessment
is above the Ontario average.

Mr. Anderson pointed out 'to

you more flexibility than if you
• were at the ceiling."
He said the govehment will
allow the board a ceiling of $1,299
to spend on an elementary pupil
and $1,841 for a secondary
student, increases of 8.52 per
cent and 7.54 per cent, respect-
-ively. He. said if a school board

local taxpayer must pay the full
amount of the excess".

'energy conservation.. we have to,
have an understanding, of what
energy is and how we use it. It 'is
easier to say hoW we use energy
than to define it. Almost every-
thing we do 'rises some' :type of
energy. In'fact, nothing happens
ja, our lives. sue r society, or the
universe without energy. The
food we eat contains energy, .the
fuels we burn contain energy. The
electricity' we is a type of
energy. We are always us?ng
energy.
There are L two "laws" which
describe the behaviour of energy •
Lin the universe: The first states
•that the total amount of energy is
constant. Energy cannot be
created or destroyed. The energy
in a gallon of gas is not lost whe n
you burn it in a Car engine. The
energy has .been converted into
heat and forward . motion and the
amount of energy in the heat and
motion is the same as was present
in the gas.
A change has taken place
though. The usefulness of the
energy has decreased. This
brings us to the second law
regarding energy. It states that
any transformation of energy
increases' the disorder or
randomness of the energy.
-Energy. flows fmm high murky
areas, such' as the high temper-
ature in the engine cylinder, to
low quality areas. such as the
exhaust. Eventually all the
..senergy in ,the_ universe will he
degraded to a large amount of low-
quality energy.
It is the second law regarding
energy.whch is important to keep
in minthas. we use energy. The
first laW 'tells us we will never
run out of energy,..but.the second
law warns us that it is 'the quality,
of the energy. which is important.
HigiCcifiaty energy can be used
td do work, but once it is used' its
ability to do more work is lost;
When we talk about saving . or
conserving energy we talking
about using, 'our high quality
energy resources wisely, so that
we do not wastefully conVeTT
to . low grade energy. Future
