and, maintain such records of

What does the Minister have in
mind in this, connection? Will
these records be available to,
individual workers, health and
safety! committees and worker
,representatives?
I should like, to report further
on this legislation next week.
by JACK RIIESL/ELLM.F.P,.
,During . the past session, there
was .considerable debate on Bill
70 the Occupational 'Health_
and Safety Act, one of the most
IMportant pieces of legislatil3n to.
vine before "the LogiStaTlii • in.
recent years,!, hi the past, many
Liberal Members have challenged.
the government con. its inaction in
' this -area.' We babe. suggested
major amendments fq strengtheh
'existing -legislation ••to improve
employee protection in... the
province ..artiendnients Which
Would not involve expenditure of.
additional funds or
endanger the employment of a
workers, She had' stated that
dispassionate consideratien has
convinced' the government that
expansion of coverage would be
inappropriate althis time. What`
more 16'gical. time, is there to
consider expanSion of coverage
, than, ,0 when introducing
'Suppksedly comprehensive
' legislation on this subject?
tit Our view the legislation. is
lacking with respect to the
- involvement of both employers
and employees in achieving high
standards of health and safety at
vyprk. Uni. Bill 139, the
Minister was 'empoWered to
establish health and' safety
committees, -composed of- an
equal number of employee and
employer representatives', 'and to
appoint worker safety repre-
sentatives. To our knowledge,• the
Minister has not appointed a
single such committee or _repre-
sentative. We fer'. these
committees would be particularly
important for .,, non,:nnion
employeers, who may have no
other 'effective charmer-or Com-
eXpos d" to hazardous
ances suckasyesticides and
laboratory clieMicaisd as well as,
dangerous work_practices.
taSame American authorities
, have suggested tbat•farming has
:the third highest accident rate of
any occupation,"exceeded only by
mining and constritction. Of
course, special, circumstances
apply to the „agricultural
ecimmunity vith -aspect to
weather conditions, seasonal
work, long hours'during peak
periods and 'machinery Etrid
equipment 'designed and
• manufactured to different
staVdards. For • example;
apparently detailed
regulations now in effect for
industrial machinery •and
equipment simply do not exist for
th,e agricultural , sector. Last
Januaty,, the. Minister promised
that ' an agricultural representa-
tive would be appointed to the
advisory council' on occupational
health and.aafety - almost a year
•later this was done. In joint briefs
to the Minister, the Ontario
Federation of Agriculture, the
Ontario Farm Safety Association
and tht 'Ontario -Fruit and
Vegetable GroW.ers Association
generall?sepnorted an extension
Of health ,and safety-legislation to
agridulture, -provided, that it is
,developed by the Minister in
;consultationAvvith the agricultural
advisciry. committee. we have
munication with theiremployer,
and that the powers of health and
safety committees and worker
safety representatives are"Mlear
and inadequate, These ,groups
should„„,,have access' to both
information and training froth the
occuaptional health and safety
division of the Ministry or other
sources. Thus there would be
more reliance,on accurate on-site
monitoring and les% reliance on
inspection by the Ministry of
Labour.
. On:site discussions, inspec-
tions and.recommenclations may
not be sufficient in some,cates.
Perhaps there sliould be "Some
T'meehanism linking therelOof the
joint .committees, and safety
representatives with ,and activities
--of the Ministry. In the event that
an employer refuses tdaceept.the
recommendations of .a joint
committee or--a safety represen-
t' ive, perhaps an inspection
from the Ministry ofLabour within
a short time, possibly three days
could be made obligatory.
We believe that the bill is

I anuerninded that February is
still ahead of us which -is often a
blustery month. Two years ago
when we thought winter had. had
its 'fling' there was a terrible
ice-storm, Which toppled many of
the hydro poles and caused many
of the rural-areas to-be without
hydro for. weeks causing a
crippling condition which was
intolerable. No light,- heat, refri-
