Tragic evidence says gun control necessary

members teamed Thursday night
at their meeting in Hensall.
County Federation treasurer,
Maurice Bean, of Auburn,
presented the, 1977' bridget based
on grantS received from
townships last year and said more
, money would be required to pay '
increased expenses, including
postage, in 1977.
Mr, Bean said only six
" townships have given grants to
the Federation so far this year.
Last year all but three townships,
Ashfield, which has a 'township
Federation which raises money,
and Hay and West Wawanosh
gave grants to the Federation.
If a township doesn't—gliint
"reasonable amount of money"
to the county Federation, the
HFA ways and means committee
has suggested that the Federation
start 'a petition in that township to
go 'back to a levy system. Under
provincial legislation the rural
Municipalities are authorized to
-levy up to half b mill to the
Federation, with a. portion of the
money-going to the township
Federation,'if it is active, and the
rest to the county Federation of
Agriculture, Mr, Bean explained.
Mr, Bean estimated that only
two of Huron's townships send a
levy, rather than a grant to the
Federation..
The $35 that each Individual
Service Member i of the
Federation pays each year goes to
the Ontario Federation of
Agriculture and the county
Federation , is • dependent on
grants from 'the townships' for
income, the treasurer said.
A member of the county
Federation executive and a local
Federation member have been
visiting each township council',
requesting a grant increase. .
Hulle tt council, for example,
gave- the FederatiOn -$1006 '-for
1977, compared to $500 last year,
with $700' going to the county
Federation and $300 earmarked
for the Hullett Township
Federation of Agriculture:'Last

Morris Township has
authorized its - road
superintendent to pUrchase a two
way radio system to help
communications between ,trucks,
plows and the road office. At a
February.,,25 meeting, township
council. decided that the
superintendent should be allowed

acquring, the equipment.
At a special meeting. March 2,
council voted to hire Brian
Mitchier as grader operator for a
period of six • months
probationary, at a rate of $4.00
per hour. There were 18
applicants for the job. Also at the
March 2 meeting, council agreed
to pay Adam Smith $1.2.5 for each
dog counted for dog tax purposes.
In other business at the earlier
meeting, council' heard a

Maitland Engineering Services on
the. Workman, King, Rintoul and
Thomas Drains. Council voted , to
advertise for tenders on these-
drains.
Tenders will also be sought for
22,000 'cubic "yards of crushed
gravel for the township roads,
and for hay on the dump property
for a,, period of three years.
Road accounts in the amount of
$28,523.93 were approved for
paymen

It was in June of last year this .column suggested gun
control legislation in this country is inadequate. That column
prompted a lot of gun-lovers to put down their guns and take
up the pen. •
Anoth.eveXample of why stricter legislation is necessary
was penned in the Toronto Globe and Mail a couple of weeks
ago.
With stunning disregard for public safety. a "recreational
shooter" shatterg" the brain of a three-year-old boy with a.
bullet frOm a ,22-calibre rifle. The rifleman 'was 'target-
shooting from a moving car near Renfrew when.one of his
smaohed through another car's window and killed
young-Mario Hamelin of BrysonZ Que.
. It was an act of inconceivable irresponsibility, said the
editorial,
• The judge in the case observed that a hunian life could
hardly have been. more uselessly taken. Yet the charge of
criminal negligence was reduced by the Crown to "danger--
ous use of firearms." Not only that, but the guilty Man was
alloWed to serve his 90 days — only 90 days, would. you be-
lieve? — on weekends! •
Again, a few weeks. ago, a 'similar incident occurred' on

,the head while riding in his father's piclOp truck. Fortu-
nately, 'this boywill live. Another car was hit in the fender
by a bullet at the same time and in the same place.

-signed as a weapon. of destruction and there are too many

I have seen brains .and bone and blood spattered along a
bedroom wall because of a carelessly handled gun which
was owned, would you believe, by a 'person who had spent
three months iM a, mental institution -the year before for
attempted Suicide.-
These are not isolated incidentiT Most people, Fin sure,
can regale a listener- with similar stories. • • ,
Present legislation does not , go far enough. To obtain a
licence to buy a gun, the applicant should be made to take a
-competence test in addition to having that application sign-
ed bytwo guarantors, willing to certify they' know of no rea-

hinted that the expected legislation will not' include manda-

How many more unnecessary deaths will it take to prove
the point that gun control laws are necessary right now? .
