For the majority of people in theProvince, the most interesting aspect of Wintario in the possi- bility that, if Lady Luck smiles' in the right direction, they may be one of the "Big' Winners": However, the main , objective of the Government in putting this scheme into effect was to raise funds for the support and encouragement of cultural and recreational activities. The revenue from each one- dollar Wintario' ticket' purchased ' is divided as follows: 38 cents_ alloted 'to grantsr 42 cents to. prizes; 13, cents to sales commission and 7 cents to adinin let-ration costs. • Grants are available for projects in five broad areas: Arts support, sports and, fitness, public librari es, multicultural activities and heritage conser- vation. The, amount of grant varies with the type of project and , life category into which is placed. -„ • Two Types - Basically, there are two types (By Jack Riddell M.P.P.); • The Gains Programme - a type of Gaaranteed Annual Income System - was , introduced to benefit residents over 65 Yeats.of age and those who are blind or disabled.. Benefits for • senior citizens are administered, by the Guaranteed Income and Tax Credit Branch of the Ministry of -Revenue, whilst, the blind and dfsabled are taken care of by the Ministry of Community and Social Services.'• In order to • qualify for • assistance under the Gains PrograMme, people must have• lived ten consecutive years' in Canada, with the laSt full year in Ontario, immediately prior to applying fof betiefit (prior to April .,6th, 1976, only five consecutive years of residence in Canada were necessary). AlternatiVely, one must have lived in Ontario for one' full year immediately prior to: applying for Gains and have been -resident in- Canada, for periods totalling twenty years, since Teaching age eighteen, or have lived in Ontario for periods which project or need. Requests are only considered before'the event, and applicants are requested to supply detailed information -en• the proposed bidget, other sources of funding, structure ,of • the organizatiOn, and the names of people in the community who • support the project. Wintario supplies a - siinple , application form and experience has proven that applications tend to be processed more quickly' if very detailed information, is supplied. The second tYpe of Wintario grant is for capital requirements. Here the funding procedure is more complicated, and on a "matching" basis. In Southern Ontario, eligible projects receive up to one-Third fUnding (after ALL Mall other federal and provincial grants haN4 been deducted), However, • Wintario • Will - only "match" all corporate and private 'funding on a dollar-for- dollar basis.
