When the proposals for the new
property tax system are carried
out in 1978, taxation will be based
on market value assessment,
W.J. Jenkins, Goderich, assess-
ment commissioner for Huron-
Perth told members of the
Seaforth Chunkier of _Commerce
Wednesday. - '
Mr. Jenkins read a paper on
the history • . of assessment in
Ontario following the dinner ,
period, but being a civil servant
he said he would not answer any
questions on the proposed
reforms under study by govern-
ment at this time,
"Ask your politicians," the
said.
However,' he did 'answer Otto
Tippelt's question on bow the
assessment officers will arrive at
market values.
"The assessor interprets the
marketplace value whiCh is based
on the area market value. Your
taxation .would reflect the valuem
based on your municii,Ray."
Mr. Jenkins said by market
analysis the assessor will be able
to determine market value. Sales
will prove there are areas of high
value and areas of low value, he
said.
"Market value is the answer to
simplicity and clarity to the
assessment people," he added.
He said that market values
have been 'going ,up over the past
years but last year they have
stabilized. -
"We are pleased to see the
stabilizatiOn in the market place -
it makes it easier for us," Mr.
Jenkins said.
Ken Lingelbach, president of
the chamber, said Seaforth's
$100. annual membership fee was
paid to the Ontario Chamber of
Comdierce for 1976. He said by
input from local chambers. to the
provincial body, it was "a perfect
pipeline" to the government.
Mayor Betty Cardno
commended the Chamber for the
contribution made to the town•by
tbe members. She suggested the
Chamber could provide an
attsy~verring service to tav,yenspeoRle
with problems. She ‘S'aid a 4,real
need in the town is for a volunteer
driver service for persons requir-
ing transportation,

Otto Tippelt, speaking of the
need for the Chamber in the
town, said the Chamber has a
voice to each government
(provincial .an: federal). He
suggested fewer meetings as an
'answer to dwindling attendance.
Mr.•Lingelbach said the chamber
has a low profile but the various
committees are doing their wofk.
Kenneth G. Oldacre, secretary,
gave a report of the various
committees, starting with the Corresponoetn
chamber working with the PUC Mrs. Rena Caldwell
• last year in creating an 'attractive 4-H Club News
street for shoppers. He
mentioned the Win Cash event
held prior to Christmas.
He said a letter was sent to the.
Minister of Health in January on
hospital closings and a certificate
of recognition was presented to
Seaforth Community Hospital
when that hospital received
accreditation.
Among other projects were: a
cheque for $500. was presented to
the,,,aiena, nod In .4May to help
with renovations.

has party
The Kippen I ended their 4-H
Club, "The Cereal Shelf" with a
party on Sunday, Nov. 21 in the
afternoon.
The exhibit for Achievement
Day was made. The party ended
with a supper and an exchange of
gifts. The party was held at the
home of Linda, Vanneste.

were saddened to hear of the
passing of a life-long resident of
Kippen, Miss Jean Ivison.

hospitalized with a broken ankle.
