Effluent Spray Program
The Ontario Water Resources
Commission has no intention of
continuing its effluent spray pro-
gram at Listowel in an effort to
reduce pollution in the Maitland
River, a letter received by James
Valiance, Brussels, pi lident of
jk4 Save the Maitland Association
indicate.
Mr. Valiance posed the fol-
lowing questions to Hon.
George Kerr, Ontario Minister
responsible.
" If the effluent spray program
under test at Listowel is success-
ful
I. do you intend to continue
the spray program on a perman-
ent basis?
2. do you intend to cancel
the spray program at freeze-up
and return the effluent to the
river?"
In an answer dated September
28, R. D. Johnston, chairman of
the 0.W.R.C. said:
"This will acknowledge your
letter of September 23 with re-
gard to the effluent spray pro-
gramme at Listowel.
In answer to your first ques-
tion, it should be pointed out
that the objective of the spray
irrigation operation was to use
up as much of the effluent in
the lagoon cells as possible this
fall in order to allow the efflu-
ent to have the benefit of the
added treatment 'provided by the
aeration unit installed this year.
The answer is, therefore, no.
This does not preclude our re-
assessing the situation in the
Allure depending on the success
of this operation and the need
for additional treatment of the
effluent.
In reply to' question two, the
spraying of the effluent will cease
when freezing conditions prevent
adequate handling of the efflu-
ent by this method. The normal
build up of lagoon effluent and"
discharge will then take place
subject to the full treatment in
the aeration chamber and the
lagoon cells and subject also
to, considerations referred to
above in answer to your first,
question."
'
Meanwhile The Save the Mait-
land Association has appealed to
Huron County Council to help
clean up the river within the
county.
In a letter read at County
Council on Sept. 23, the associa-
tion drew attention to "the alarm-
ing amount of pollution entering
the river within the borders of
Huron County."
In particular, the 'association
pointed out "the deplorable state
of the river at the town of
Cranbrook, below the dam at
, Brussels, and above the dam
at Fordwich.
"Huron County," the letter
stated, "has adequate laws to
prevent pollution. Huron County
has 'inspectors paid to enforce
these laws. Tests are, available,
to identify people who are break-
fng these laws. Therefore we
urge that: 1) all storm sewers
entering the Maitland River be
tested; 2> that any drains carry-
ing pollution be identified, whe-
ther domestic, industrial or agri-
cultural; 3) the location and re-
sults of these tests be published
in our local papers every month;
4) at any point showing a high
coliform count a large danger
sign should be erected to warn
of the health hazard; 5) the sani-
tary laws of Huron County be
enforced fully and fairly for all
citizens and 6) a special effort
be made to clean up the pollut-
ion of the Maitland River within
Huron County."
In its opening paragraph the
letter expressed gratitude for
Huron 'County Council's "en-
dorsement of our policies
regarding the clean-up of the
Maitland River."
Formed this spring when ef-
fluent released from the Listowel
sewage lagoon polluted Maitland
waters down at least as far as
Brussels, the Save the Maitland
Association until recently has
concerned itself with the pollu-
tion of the 'river in the Listowel
area. However at a general meet-
ing of the organization held in
Cranbrook on Aug: 31, the assoc-
iation made it clear that it in-
tended to see polution was stop-
ped along the entire length of the
river:
