The Huron-Perth County
Roman Catholic Separate School
Board on Wednesday released the
1971 tax rates to be applied in
the 45 municipalities !n its Nils-
* diction. The rates • were
determined last Friday at a
special Ward meeting but with-
held while the board prepared a
detailed explanation for the rates:
Of the 45 Municipalities, 20
will pay less, 23 will pay more
and two •remain unchanged from
last year.
The differences are a result
of appileation of provincial equal-
itation factors {fin local mills
and consideration of under
or over, levies froal. 1969 and
1970..
equalized assessment requires
6 equalized mills or 23.94 local
"In other words, the two
properties, regardless of- the
local mill rate, are contributing
proportionately to the board's
expenses.
"By taking into account the
application of funds into former
under or over levies from 1969
and 1970, the mill rates set
represent an equal distribution
of cost among supporting munic-
ipalities.
"There's no increase or de-
crease in the tax rates in excess
of five mills," Mr: Lane said.
"They are limited to a five
mill maximum, up or down."
Jack Lane, business adminis-
trator of the board, explained:
"The • provincial, equalization
factors set out by the Ontario
Municipal Board have a direct
effect on local mills _required
and determine the sharing ratio
of each municipality with regard
to the distribution of expenses."
"The wide variation in rates
is attributed to the. provincial
equalization factor," Mr. Lane
said.
"For example, a Property in
the city of Stratford, with a local
assessment of $3,500, has an

There may be more sand, too.
Clean up the sand and other
debris first and then soak the
lawn, advises Mr. Cordukes.
Following his advice can be a
big step toward having a lawn
that greens up quickly and evenly.
Lawn areas that were buried
under mountains of snow by street
clearing operations this winter
should be hosed thoroughly as
soon as the, snow disappears.
The tip on first aid for lawns
come's from a specialist in the
matter, W. E, Cordukes of ,the
Canada Department of Agricul-
ture's Plant Research Institute at
Ottawa.
An early and thorough= soaking
_areas will-speed-
vecovery of the grass by flushing
away the salt left by the melted
snow banks. The treatment can
make the difference between a
normal greenup on the one hand,
and a prolonged recovery period -
or possibly even death ' of the
grass - on the other.
Mr. Cordukes' advice is use-
ful in any ..year.but is especially
so this year in areas where new
snowfall records have been
established.
"Chances are thtt the greater
snowfall and increased street
clearing operations will mean 'a
more-than-usual amount of salt
left on lawns from the Melted
snow banks," says the lawn Spec-
