North Huron Township’s sign
bylaw has been amended to
accommodate an initiative started by
the Wingham Business
Improvement Area (BIA).
During its April 5 meeting, North
Huron Council passed the new
bylaw, which included some small
changes to the original document.
The initiative, which would see
sandwich boards created with a
standard header and then feature
individual businesses, led the BIA to
request a change in the bylaw that
dictates where the signs could be
placed.
Economic Development Co-
ordinator Connie Goodall explained
that the bylaw used to require signs
to be placed on the sidewalk, but,
with the change, they could be
placed on the boulevard, thus
reducing clutter on sidewalks and
allowing for window shopping. The
signs also have to be placed between
parking spots as to not interfere with
people opening their doors. The
bylaw also calls for the signs to be
weighed down.
While that was the only
significant change to the bylaw,
which was passed in 2007, it does
include several rules that could
cause existing signs in the township
to be in contravention of the bylaw
Sandwich boards or mobile signs
are only permitted to be up for two
months in any six month period,
they are not permitted between the
end of October and the beginning of
April and business owners are
required to apply for the right to
place a sign.
That application has a cost as does
the insurance necessary for the sign,
according to Clerk Kathy Adams.
However, Adams said that the
bylaw was only there if signs proved
to be a problem and that the
municipality wasn’t going to seek
out opportunities to enforce it. Like
many bylaws, it would be
complaint-driven.
When asked how the bylaw would
interact with the parkades bylaw,
which has been sought by Blyth
business owners to allow for outdoor
seating on Queen Street during the
summer and Blyth Festival seasons,
Adams said no parkade applications
had been filed.
