For repairs to two three span bridges west of Wingham: Structure 86-
35.6 and Structure 86-35.8. The work includes replacement of the
existing curbs and railings, expansion joint assemblies, and bearing

The work at both structures shall be completed no later than October
9, 2015 in preparation for an asphalt paving project.

Matthew Armstrong of Kitchener
will be on probation for the next 18
months as a result of an incident that
took place in Whitechurch on May
30, 2014.
Judge G.J. Brophy handed
Armstrong a suspended sentence
and the lengthy probation term in
Wingham court on Jan. 22.
Armstrong will also have to pay a
victim fine surcharge of $100 per
charge. He will have six months to
pay the fines.
Armstrong pled guilty to one
charge of possession of stolen
property and one charge of failing to
comply with the terms of his
probation.
Provincial Crown Attorney Laura
Grant told Brophy that Huron OPP
was conducting a R.I.D.E.
checkpoint in Whitechurch when a
pickup truck being driven by
Armstrong entered. After speaking
with the driver, officer discovered
that he was a suspended driver.
Armstrong, however, was
complaining about sore ribs, saying
that he had been in a fight in Sauble
Beach earlier that evening. Officers
transported him to Wingham
Hospital and while Armstrong was
being attended to, officers
investigated Armstrong’s vehicle
further. He eventually admitted he
had stolen the vehicle from a Huron-
Kinloss residence.
At the time, Grant said,
Armstrong was on probation, which
stemmed from a previous charge of
possession of stolen property.
Due to his lengthy criminal
record – 27 offenses between youth
and adult convictions – Grant
suggested a 30-day term of
incarceration for each charge as well
as a 12-month term of probation.
Armstrong’s defense attorney
illustrated that Armstrong had a
difficult upbringing and he has been
in and out of trouble with the law his
whole life. However, now holding
down a steady job, he was making
efforts to straighten his life out.
Armstrong went to Sauble Beach
for the Victoria Day weekend and
was attacked at a beach party, he
said, resulting in serious injuries and
the removal of his spleen. He said
that while stealing the truck to get
help was not the proper course of
action, there’s no doubt that
Armstrong was in a critical
condition at the time.
“I’m sorry for coming to your
county and doing what I had to do,”
Armstrong said, addressing the
court. “I’m sorry for wasting your
time.”
Considering the defense’s
submission, Brophy felt Armstrong
would not benefit from incarceration
and instead imposed a term of
probation.
RESISTING ARREST
Jason Richardson of Wingham
pled guilty to three charges
originating from an incident that
took place in front of his home on
Sept. 27, 2014.
Richardson was charged with
resisting arrest, operating a vehicle
with over 80 milligrams of alcohol
in 100 millilitres of blood and
operating a vehicle without
insurance.
Just after 1:30 a.m. the morning of
Sept. 27, a Wingham Police Services
officer was patrolling Wingham
when a motorcyclist not wearing a
helmet passed him. Officers
attempted to conduct a traffic stop,
but the driver of the motorcycle did
not stop immediately. The driver,
later identified as Richardson,
instead went to his home and parked
the vehicle in his driveway.
Upon stepping off of the
motorcycle, Grant said, Richardson
was unsteady on his feet and began
to walk away from the officer.
When the officer, Const. Jamie
Leslie, attempted to take control of
Richardson’s arm, Richardson
pulled away and tensed up.
Leslie soon gained control of
Richardson, but when the pair were
in front of Leslie’s cruiser,
Richardson kicked the car and
pulled Leslie by his shirt and
bulletproof vest, raised his fist and
attempted to punch the police
officer. Leslie broke free of
Richardson’s grasp, but Richardson
was able to grab an earpiece from
Leslie, which he then threw at the
officer.
Leslie eventually subdued
Richardson with the help of pepper
spray and officer backup.
Back at the police station,
Richardson posted alcohol level
readings of 120 and 100 milligrams
of alcohol in 100 millilitres of
blood. It was also discovered that at
the time of the incident,
Richardson’s vehicle was not
insured.
Grant told Brophy that
Richardson did indeed have a
criminal record and that in 2002
there had been a similar incident
involving a traffic violation,
followed by resisting arrest.
Grant suggested a fine of $1,500
for the alcohol charge, a $500 fine
for resisting arrest and 12 months
