County defers $60,000/year Food Bank request

Lois May (nee Hesselwood)
Govier of Seaforth passed away
peacefully at her home on Thursday,
Jan. 15, 2015. She was in her 84th
year.
Lois was the beloved wife of the
late Robert H. Govier (2003) and the
loving mom and mother-in-law of
June O’Connell (Nick Pappert),
Tillsonburg; Peggy Colclough
(Larry), Ardrossan, Alberta; Ruth
Boniface (Robert McClure),
Vanastra; Ross Govier, Seaforth;
Larry O’Connell, Mitchell; Dan
Boniface, Hensall and Marilyn
Govier, Seaforth. She was the
cherished grandmother of 12, great-
grandmother of 33 and great-great-
grandmother of 14 and the dear
sister-in-law of Betty Hesselwood,
Fay McClinchey and Dorothy
Linden. Lois is also survived by
many nieces, nephews and friends.
Lois was predeceased by her
parents John and Vera Hesselwood
and her brothers Reginald, Lorne
and Arthur.
Cremation has taken place and
memorial visitation was held at the
McGlynn Family Funeral Home,
Seaforth on Sunday, Jan. 18. A
Legion Ladies Auxiliary Service
was held after visitation. A memorial
service was held in the funeral home
on Monday, Jan. 19. Pastor Stephen
Hildebrand officiated. A reception
followed at the Seaforth Legion,
Branch 156. Lois’s urn will be
interred in Maitland Bank Cemetery
in the spring.

DAVID KEITH JOHNSTON
Dave Johnston of RR 2, Bluevale
passed away at his residence on
Monday, Jan. 12, 2015. He was 41.
Dave was the beloved husband of
Kimberly (Bridge) Johnston and
loving father of Myles, Lola and
Kipp. He was the dear son of Keith
and Bonnie (MacKenzie) Johnston
of RR 2, Bluevale and the son-in-law
of Wayne and Barb Bridge, RR 1,
Bluevale. Dave will be lovingly
remembered by his sisters Donna
and Gord Stute and Carla Layton
and Rob Moorehead. He was the
brother-in-law of Lori and Mark
Lewis and Mark Bridge and uncle of
Cody, Ryan and Megan Stute, Tyler
and Jacob Layton and Lyla and
Spencer Lewis.
Visitation was held at McBurney
Funeral Home, Wingham on
Thursday. The funeral service was
held at the Brussels, Morris and
Grey Community Centre on Friday.
Rev. Jeff Hawkins officiated.
Interment will be in Wingham
Cemetery, Wingham.

Glen Allen Carter passed away
peacefully on Jan. 13, 2015 at
Seaforth Manor Nursing Home, just
five days short of his 91st birthday.
Glen is survived by his wife of 62
years, Doreen (nee Armstrong)
Carter of Seaforth. He was the
loving father of Cathy (Kevan),
Larry (Colleen) and Colleen. He was
the grandfather of Wade
(Domenica), Tonya (Brendan),
Adam (Lindsey) and Nicole (Mat)
and the great-grandfather of
Zackary, Mia, Alexander, Carter,
Brooklyn, Luca and Liam. Glen is
also survived by his brother-in-law
Ken Armstrong (Marlene) and
numerous nieces and nephews. He
was predeceased by his sister Beryl
Reid (Watson).
Visitation was held at the
McGlynn Family Funeral Home,
Seaforth on Friday, Jan. 16 from
noon until the time of Glen’s funeral
service. Pastor Stephen
Hildebrand officiated. A reception
followed at the Seaforth Legion,
Branch 156.
The pallbearers were Wade and
Adam Broome, David and Bill
Armstrong and David and Dan Reid.
Spring interment will take place at
Egmondville Cemetery.

VIOLA MAE TRAVISS
Viola Mae (nee Marks) Traviss of
Seaforth, formerly of Walton, passed
away peacefully at Seaforth
Community Hospital on Saturday,
Jan. 17, 2015. She was in her 92nd
year.
Viola was the beloved wife of the
late Ralph Traviss and the loving
mom of Linda Gingerich, London.
She was the cherished grandma of
Andrea Gingerich (Jason Lee) of
Prince George, British Columbia;
Lisa Gingerich (Denis Potvin),
London; the late Nicole Gingerich
and great-grandma of Jocelyne and
Aubree Gingerich-Potvin. Viola was
the dear sister of Lawrence ‘Jake’
Marks, Exeter.
Viola is also survived by her
nieces, nephews and friends. She
was predeceased by her parents
Russell and Josephine (nee Mann)
Marks, brother Nelson ‘Dick’ Marks
(Maxine), sister-in-law Dorothy
Marks, niece Cheryl Marks, and
siblings-in-law Herb (Mildred),
Harvey (Olive), Ken (Gertie), Hessie

Tuesday, Jan. 20 until the time of

Mr. David McDowell of Wingham
passed away at Braemar Nursing
Home, Wingham on Wednesday,
Jan. 14, 2015. He was 67.
David was the beloved son of the
late Harvey and Ferne McDowell
and the dear brother of John and
Norma McDowell, Belgrave; Don
and Elizabeth McDowell and Judy
and John Gibb, all of Kitchener;
Janice and Larry Robinson,
Belgrave and Carol and John
Spadoni, Sault Ste. Marie. He was
the special uncle of Craig (Lisa), Jill
(Andrew), Ryan (Sarah), Steven
(Christine), Andrew (Cora), Brad
(Krista), Brent (Tracy) and Sherri
(Stu). He will be lovingly
remembered by eight great-nieces
and three great-nephews.
Visitation was held at McBurney
Funeral Home Ltd., Wingham on
Jan. 19 from noon until the time of
the funeral service. Rev. Gary Clark
officiated. Interment is in Blyth
Union Cemetery.

RUTH MARIE LAWLESS
Ruth Marie Lawless passed away
quietly at Upper Canada Lodge in
Niagara-on-the-Lake on January 7,
2015. Born on Sept. 11, 1926, Ruth
was in her 89th year.
The beloved wife of the late Ross,
Ruth and her late husband grew up
in Ethel and Brussels. She was the
loving mother of Jan (Ralph), Jeff
(Susie) and Don (Lynn), the
cherished grandmother of Ryan
(Lindsay), Krista, Greg (Leah),
Danielle, Sarah, Rosie and the late
Bradford and great-grandmother of
Liam.
Ruth is survived by her brother,
Murray McDonald (Ruth) and their
children, Anne, Duncan and
Elizabeth. She will be lovingly
remembered by her brother-in-law
Keith Lawless, sister-in-law Dorothy
Lawless as well as many nieces,
nephews, cousins and friends. Ruth
was predeceased by her sister Jean
(McDonald) Humphreys and her
parents Tena (Yuill) McDonald and
T.L. McDonald.
A celebration of Ruth’s life was
held on Monday, Jan. 12 at First
Grantham United Church in St.
Catharines. Memorial donations
made to Canuk Place Children’s
Hospital, 1690 Matthews Ave.,
Vancouver, B.C. V6J 2T2 would be
appreciated by the family.
Huron County Council has
deferred a decision on a grant
request for $60,000 per year, for four
years, from the Huron County Food
Bank Distribution Centre.
The request was made at council’s
Dec. 17 committee of the whole
meeting. Representatives from the
centre used a donation made in 2014
by the county as a foundation for the
request that suggested one dollar per
Huron County resident, per year, be
donated.
At that time, the request was
received and staff was directed to
prepare a report for council to
consider at a future meeting.
Treasurer Michael Blumhagen
presented council with his report on
the grant request at council’s Jan. 14
committee of the whole meeting,
outlining a number of concerns he
has with the proposed donation.
Blumhagen outlined the proposed
spending model for the grant, which
would be: $27,700 for salaries,
$18,700 for food purchasing,
$10,000 for leveraging partner
opportunities and $3,600 for
advertising.
If council was to approve the
grant, Blumhagen said, it would
account for 22 per cent of the
organization’s total estimated
revenue for 2015, which includes in-
kind donations. If donated food was
excluded, Blumhagen said, the
$60,000 grant would then be 55 per
cent of the organization’s cash
revenue.
For council’s benefit, Blumhagen
then scrutinized the application
against the statement of intent and
eligibility criteria of the Huron
County grants policy, saying there
were a number of areas that
should concern council.
Blumhagen’s first concern, he
said, was that when issuing a grant,
the county wanted to ensure it would
not create a dependence. With nearly
half of the requested money going
towards salary, he suggested that a
dependency may be created.
Furthermore, another factor that
could lead to dependency would be
that the proposed grant would
represent such a high percentage of
the organization’s annual revenue.
He also stated that the request
would not comply with one section
of the county’s grants policy in that,
as a result of the grant, Huron
County would become the Food
Bank’s primary source of funding.
Several councillors immediately
took issue with the breakdown of the
grant, saying that they felt if money
was donated by the county, it should
go directly to buying food,
not salaries or costs related
to the centre’s administration.
Ashfield-Colborne-Wawanosh
Reeve Ben Van Diepenbeek said he
felt the county should certainly
donate to the Food Bank, but that the
money should go directly to buying
food and that it shouldn’t be as high
as $60,000.
“I think we should focus on just
food – not wages and
administration,” Van Diepenbeek
said, adding that he felt the donation
should be somewhere between zero
dollars and $60,000, he just wasn’t
sure exactly where.
North Huron Reeve Neil Vincent
also said that the county’s borders
should be recognized.
He said that if the money of
county ratepayers was to go towards
the Food Bank, then it should all go
towards helping county residents,
not those in neighbouring counties.
Huron East Mayor Bernie
MacLellan said he felt Blumhagen’s
commentary was valid, but that he
didn’t see a grant to the Food Bank
as fitting in with a normal grant
request.
MacLellan said he saw the Food
Bank as a social service that is
serving people in the county who
simply don’t have enough food to
eat.
“This isn’t a normal grant
application,” MacLellan said. “This
is providing a service for the
community that needs to be out
there.”
Huron East Deputy-Mayor Joe
Steffler said he is very familiar with
the work of the Food Bank and felt
council should approve the grant and
that he would be completely willing
to take $60,000 a year from
elsewhere in the budget to cover for
the grant allocation.
The motion to defer the request
was passed. It will be re-raised once
council begins considering the 2015
budget.
