Creation central ware-
housing system -tinder a Crown
corporation through all
manufacturers of farm machin-
ery could be required to distri-
bute their equipment Is pro-
posed by the Special Committee
on Farm Income, ill a report re-
leased recently.--
• The Committee, in report,
"The Challenge of Abundance"
says that • individual farmers
-importing tractors from the
United Kingdom have reported
savings .of up to $3,000 on al-
most identical tractors sold in
Ontario.
"Since the market power of
the farm machinery companies
is anchored in their dealerships
and one of the major sources
of inefficiency 'lies in the ex-
cessive number of dealers, the
franchised dealership should be
seriously questioned," the Com-
mittee states. "If farm machin-
ery companies are reluctant to
put their own house -in order,
interference in, this dealership
system by farm organizations
or by government may 'be war-
'ranted, in order .to, sever the
direct links between manufac-
turers and dealers."
Under the proposed central
warehousing system any dealers
could handle any make of ma-
chine. The Oommittee - sees a
'number' of advantages. to be
gained from the establishment
of such an agency:
1. The agency would have
bargaining strength and thus
would act for farmers to count-
erbalance the strength of the
farm machinery companies.
2. It would have "the option to
buy farm machinery in the UK
or Europe if and when prices
there are lower.
3, It would gradually replace
a substantial part of the expen-
sive sales organization that
each of the companies now
maintains.
.4. Since j.t would remove the
major barrier to the entry of
small companies into the farm
machinery industry, caused by,
their difficulty 'to retail their
products through franchised
dealers, it could conceivably
stimulate m-anufacture of imple-
ments in various regions of On-
tario. '
The Committee acknowledges
that this is a radical proposal
which would drastically change
the present system of retailing
farm machinery and parts in the
province. Government interfer-
ence to this extent might not be
acceptable at present The Com-
mittee sees several alternatives
short of this step.
The Committee recommends
as a first step the creation of a
central warehoesing system for
machinery parts , by the com-
panies themselves. These ware-
houses would be organized to
provide an adequate parts ser-
vice to farmers. Warehouses
must be located at a number of
strategic points in the province
to distribute parts -for all com-
panies!
If the machinery companies
do not take this step Immediate-
ly, then the Provincial Govern-
ment should set up' the system
through the Crown corporation,
the Committee submits.
"If it, becomes evident that
machinery companies are not
proceeding. fast enough in re-
ducing the number of dealer-
ships and making remaining
dealerships more efficient, this

pand its operations into the

large-scale purchase and sale of
farm implements in the prov-
ince. To eliminate exclusive
dealerships, all manufacturers
should be forced to sell through
• this agency and the agency
could exert pressure to reduce
the number of dealers and im-
prove, the location ' of -dealer-
ships in the province. The Cor-
poration' would have the option
of importing farm machinery
from other countries, if suitable
machines at reasonable cost are
not available from domestic
suppliers."
To make competition among
the dealerships more effective,
the central agency could take
over the companies' practice of
publishing suggested retail
prices and maximum markups,
the Committee suggests. ,
