• McKillop had an agreement with
Grey Township on the use of
the dump and said it was In
very bad shape. With new regu-
lations he said that something
would have to be done on this
in the coming year.
Councillor Harvey Craig said
a his first two years on council
have been good experience. In
his report he said snow plowing
last winter had amounted to
$17,081.25.
Councillor William Leeming,
who has three year's experience
one council, reported McKillop
• has beenn, trying to clean up all
the dead' elm trees. The elms
have been cut down, burned and
a stump cutting machine used to
remove the stumps. The cost for
this totalled $2,726.86.
Mr. Leeming said the cost
for cutting weeds in the township
fe was $1,628.78.
Councillor Ralph McNichol,
seeking his 11 th year on council,
expressed concern that "we are
getting told more by Provincial
Departments and we are having
less to say. I think we are asking
for too much. If they (Provincial)
• reimburse us '75% then they ate
going to have 75% of the say."
He said that local councils are
good and that grants are not
always the best and it is better
if things are undertaken at the
local level.
"Mr. McNichol said that muni-
• cipal drains had cost $7,526.64
and culverts $1,578.87 for a total
of $9,105.51.
He advised a farmer when
requesting application for a tile
drain loan to make it early as
it takes about three months to
process these loans.
Harold Dodds, nominated as
a candidate as councillor, said
he had not made up his mind
whether he would run, but would
leave it until tomorrow.
Reeve Allan Campbell ex-
pressed satisfaction at being re-
elected. He said taxes had gone
• up one mill this year and may go ,
up another next year. Expenses
are still going up, not only in
the - township, but also in the
county, he said, giving examples
such as the Health Unit.
Mr. Campbell spoke of the
newly completed official plan for
• Huron Copnty which had cost
$55,000. He said it is Tecom-
mended that plans for the town-
ship are based on the plans in
the County plan. He spoke of an
attempt to produce a zoning by-
law for the township but said
it is impossible not to tramp on
• somebody''s toes. He believed
McKillop was the only township
in Huron without a zoning by-law.
He spoke of the possibility of
an increase in the number of
employees in the assessment
office in GOderich which would
result in a larger building being
ea required to accommodate them.
He urged any ratepayer to check
his assessment, and if unduly
increased, to have it checked
with him or at the assessment
office to make sure no mistake
has occurred.
Talking about the Federation
• of Agriculture, he said, "You
will get back 25% of all your
taxes, less the shelter grant
which is $61."
Mr. Leeming, who is chair-
man of the Seaforth Fire Area
Board, said that costs are more
than expected. He mentioned es-
pecially the new water tanker
which had cost more when com-
pleted than estimated.
Reeve Campbell, who is also
on the Fire Board, said that a
new fire engine may have to be
boUght next near, or in two years.
He said there have to be
changes In the Fire Department.
"We are not getting enough for
what we are paying out."
Questioned about calling the
Blyth Fire Department Mr.
Campbell said any ratepayer
could call Blyth as McKillop paid
5% toward the Blyth Department
and 35% toward Seaforth Depart-
ment.
Mr. Campbell said fire pro-
tection would cost about two
mills. He told' about a demon-
stration of the foam method of
fighting fires and highly recom-
mended It as excellent.
Lavern Godkin spoke briefly
on the Federation of Agricul-
ture of the 25% rebate, less
shelter grant of $61 and also
tile drain loans. He said he would
rather have a levy than a grant
from the township council. "If
it goes on as a levy, then any-
one not wanting it can have his
name taken off."
He said it has been found that
the levy is necessary to finace
the townships.
Robert McMillan said McKil-
lop was the only township making
the grant and that the annual
meeting of McKillop Federation
on Wednesday he would rec-
ommend the levy system.
Kenneth Stewart, road super-
intendent, answered a few ques-
tions.
Reeve Campbell asked the
co-operation of all householders
who own another house that when
renting, unless to a known person,
to notify the Township C)fffa-of
the name of the person to whom
it is proposed to rent the house.

out of Council. During the last
six years Council work has
become heavier and with my work

pleasure for him io be the re-
presentative on the Separate
School Board for the area.
He outlined the two-year
history of the board which began
from the single school board
administered by board members
themselves to a larger system
directed by the board but ad-
ministered by professional educ-
ators.
Mr. Connolly spoke highly
of John Vintar, the Superinten-
dent of Education for the Board
and also Joseph Tokar, the
Assistant Superintendent of
Education who are doing an
excellent job of guiding the board.
1-le praised Jack Lane, Business
Administrator, who has proven
very efficient.
He , complimented Ed.Rowland
who was hired as assessment
commissioner and has obtained
$730,000 of new assessment
throughout Huron and Perth.
As a member of the Finance
Committee he stated the business
operation of the board was nearly
$2,000,000. He said ',For this
reason we have instituted a data
processing system, which pro-
vides us with a detailed break-
down of our spending and a
monthly balance sheet so we can
operate in accordance with our
budget. Each board member
receives a copy of this infor-
mation so that he is familiar with
every aspect of operation and
spending."
Mrs. James said she would
qualify for the election.
