cannot be oversimplified.He said
that if property based taxes were
eliminated, the money would have
to come from some other source,
perhaps greatly increased in-
cotne tax or sales tax, He went
on to say that the tax system
cannot be tinkered with and that
total reform was needed. He
Suggested that if the Ontario
Federation of- Agriculture really
wanted such reform, they should
support the provincial govern-
ments stand to Ottawa for total
tax reform, rather than fight to
change a small part of the sys-
tem.
The meeting was one of a
series being held across the
province to. explain -the OFA's
stand which, was first announced
in June.

that they would not recommend
a -single change in the depth or
the type of material or the con•-
struction method used in 1968
or 1969 if we were starting to
build any of these three sec-
tions today," he concluded.
Reeve Ed. Oddliefson of Hay-
field suggested that the narrower
pavement width determined by
the department could have some-'
thing, to do with the increase
incidence of cracking..
"Also from a safety stand-
point," said Reeve Oddliefson,"
a narrow road is not quite. as
safe. People have become used
to a wider road. All of a sud-
den we narrow it and I think
we're increasing the, possibility
of accidents."
Anson McKinley, Stanley,
wondered if, the road bed was
alio narrower or if it was only
• -the road surface .that had been
-narrowed. He learned that the
road bed had been narrowed al-
right, but that cracking had oct
tarred in the middle of the pave-.

"Every time we think we have
an answer something else comes
up to prove we're wrong," said
Mr. Britnell. “We're very con-
cerned about it."
He also told council all cracks
had been waterproofed in an at-
tempt to prevent additional heav-
ing.
John Flannery, Seaforth,
questioned the wisdom of using
so much salt.
"We're doing our best to
train our men when It is best
to salt 'the roads," answered
"but we'll never be
right all the time. There will
always be a time when you have
egg on your face because human
judgement is such .an important
factor."
The, question of studded tires
damaging road surfaces was also
discussed briefly but council is
still of varied opinions on 'this
subject. Some feel' the added
safety *value offsets the damage
to road surfaces. '

use of the democratic process,
Hale replied that the withholding
of taxes is a positive and def-
initive step which would illus-
trate to the government the feel-
ings of the people ,in a far more
effective manner than waiting for
the next electibn to get the desired
changes.
Mr. Hale indicated that the
fight is by no means a new one,
“The Federation first took their
stand to the government twenty
years ago( and has been talking
to the same government ever
since", he said. Previous action
has taken the form of petitions
which have obtained thousands bf
signatures. These petitions will
be presented to the government
at the first opportunity in an
effort to get action which will
avoid the necessity of withhold-
ing taxes.
Letters to m inicipal councils
and school boards in the Province
have resulted in a great deal of
sympathetic response according
to Mr. Hale, but in spite of
ample evidence of wide grass
root support the government has
made no official comment. He
said that time was getting short
and although the Federation hopes
reform can be achieved without
the tax -withholding measures,
they will urge fathers to do just
that if there is no government
action by the end of September.
