This reqaires the co-operation of Provincial governments. 4- The Federal government fulfill election 'promises made by the Prime Minister and establish stab- ilization programs for all major farm commodities to cover the full cost of production • (includes a satisfactory return on labour and investment). Mr. Stewart replied to each point in the brief stating: 1. There was no way the government could give or grant to beef farmers - other commodities would want it too and the government couldn't assure everyone that they were going to make a profit. Yet only this week two big corporations were given huge forgivable loans. Mr. Stewart stated that things have straighten- ed themselves out before and would do so again - what he meant was cattle would improve and next the grain farmer will go broke. His government's solution, rather than a grant, was a guaranteed bank loan which really just allows the farmer to go broke a little slower. 2. He agreed with the proposal of sending processed lower quality meat to the poor as this was a, IFederal program and thus would be taken out of his, lap. 3 and 4. He said he wanted more information on a National Meat Authority and • Stabilization Program before com- mitting the Province of Ontario to such a program.
