the "Lucknow -Agricultural Society,
stating that the society sincerely
hoped that Lucknow Council
would forward their annual grant
to help defray expenses , if the
society is going to continue to
hold a Fair in the village of Luck-
now .
Council replied stating they
would appreciate receiving finan-
cial report of the Agricultural
Society, including the Craft Fest-
ival, for the year ending Decem-
ber 31, 1974. • ;
The Secretary of the'Agricultur-
al Society, replied stating that in
the request , it had been asked for
a financial statement for 1974. He
stated that he assumed that it was
December 31, 1973 that bad been
intended., however there had not
been 'a meeting of his .group since
the request was received, so he
was unable to send the requested
information without the approval
of the Agricultural Society Board
of Directors.
Council adVised the clerk to
reply that, the grant would be giv-
en consideration when the finan-
cial statement was receired.

The auditor's report from the
firm of A. M. Harper was tabled
for the discussion of council.
Council started 'the year with a
reserve of about $7484 and finan-
ced for a deficit budget this past
year. They used up about half of
the surplus and ended the year
With a lesser reserve Of $4064.
The Hydro System showed a
deficit of $8676 and the Water
Utility showed a deficit of $5443:
This was brought about by the
heavy capital ,e;:penditures this

year of several new services 'in
new places orbusiness.
Reeve Joynt stated that both
systems are operating satiSfactor-.
ily , financially, but extra heavy
capital costs made 1973 an unusual
year.
He said that council would' ask .
for an analysis by Ontario Hydro
so that any future rate increases
would also 'take care of normal
capital costs in the village.

The firm of A. M. Harper of
Goderich was rehired as the vil-
lage auditors.
Richard Eisler of doderich was'
rehired as animal control officer.
for the village at a salary the
same as, last year , $600 per annum
.Samples,of street signs for the
• village were shown council. The
firm proposed an approximate
cost of $2000 to do, the entire
municipality.
Village Foreman Cliff Crawford
was appointed weed inspector for
Lucknow.
Council tlecided to transfer. the
Hydro and Water Utility Account
to the newly opened Royal Bank
in Lucknow.
A donation of $50 was made to
the Bruce County Plowmen's Assoc

An invitation was received,
from Bell Telephone asking coun-
cil to attend a co-ordinating
meeting at Owen Sound for an ex-
change of, ideas.

1974, council felt that the. cost
would likely be similar to the
Carter-Kerr,proposal. '
For many months, the environ-
mental services branch of the
provincial government has been
pressing council to seek new
dumping facilities elsewhere.
They have condemned the local
dump and council has been oper-
ating on temporary dumping per-
mits for some time now.
In seeking to find an alternate
dump site, they have been unsuc-
Cessful.
The Carter-Kerr proposal would
be a solution to this problem for
council and would avoid the
lage spending money on the cap-
ital cost of land and equipment
to provide a Suitable dump site
for the village, which would be
approved by the government ag-
ency. •••
