Opposition' members failed this week to have the Government withdraw its Amendment to the Planning Act. The objections centred around the haste with. which it was being pushed through and the nature and scope of some of the far reaching changes.. The' Bill introduced last week will, in part, allow municipalit- ies to validate, property titles, clouded by a land division prac- tice known as checkerboarding. It also delegates 38 Provincial powers to Regional Governments. The Ontario Government should move' toward year round use of schools to increase felxibility and availability of, education rather than to save money , said the Sel- ect Committee on the Utilization of Education Facilities in its second Interini Report, The 28 page report also conclud es that no single scheme, for year round use should be imposed throughout the Province and any changes 'should be approved by the local community affected. The Committee repeated, recom mendations that it made in June. School operating costs should be calculated for the Whole calend- ar year., including the cost of free use 'of schools by community groups.. Ministry of Education grants should be calculated on the basis of these total costs. The Report concluded by saying that there is no one plan , for re-organization or re-schedul - ing the academic year on a Prov- ince wide standardized basis but the Province should work towards a year round educational systeni. Dawson investigated.. a single vehicle accident on Hwy.. 21 south of Kincardine Town Lim- its, Donald Jakubowski , Norwich, while southbound on the hwy. , lost control of his vehicle• and travelled onto the west should- er taking out a number of guide posts and then crossed the hwy. coming to rest on the east should- er. Extensive damage decurred, • and the 'driver received extensive injuries. The same evening Constable RI Dawson investigated another single vehicle accident on Albert St. inverhuion. Jamei F. Whittington, R. R. 2; Kincardine while north- bound, missed a curve and struck a tree. Kelly Hargest , Owen Sound while south- bound slowed to make a left turn onto a sideroad,when his vehicle was struck in the rear-by a vehicle operated by Howard Ferguson, R. R. 5, Kincardine. On November 28, Constable Renwick investigated a single vehiCle accident in Lucknow which had occurred the previous evening. William Ketchabaw, Lucknow, while making a left turn off Inglis St. struck a•hydro pole on the south side of Willough- by St. The hydro pole, was broken several feet above ground and minor damage caused to the ve- hicle. On NOvember 29, Constable • Jackson investigated a two vehic- le accident on Cty. Rd. 1 north of Hwy. 86 in Kinloss Twp, Bob Symes, R.. R. 5 Lucknow while northbound , had his • vehicle .stall and was.struck in the rear by a vehicle operated by Lorne BeCking, R. R. 1 • Formosa . Damage was not exten- sive and Becking received minor injuries. . On November 30; Richard Raf- ton, AginCourtwhile northbound • on Conc. A. Kincaidine Twp.. lost control of his velikle in fresh gravel and rolled causing exten- sive damage.: The accident was investigated by Constable Jackson. On December 1, Ernest Robin- son, R. IC 1, Port Elgin, while southbohnd on Sideroad 15 between Conc.. 8 Bruce Twp., struck, a cow owned by George Ribey R. R. # 3, Tiverton. Very minor damage was caused to the ...PAGE NINETEEN vehicle and the cow suffered no injuries. This accident was in- vestigated by'Constable Spruce. THE GOOD DRIVER A Member of Britain's Medical Research Council has found that fog May actually make -drivers speed up -- tpe worst possible reaction. Dr..Ivan Brown of the applied psychology unit explains that •this occurs because objects in fog ,may look twice as far away as they actually are.
