An, owner whose dog has been apprehended by the Animal Control Officer that has not been licensed by the Village of Lucknow shall submit proof 'of licensing to 'the .Animal Control Officer before such dog is released from the pound. A penalty of not less than four dollars ($4.00) and not exceeding ten dollars ($10.00) exclusive of costs is hereby imposed upon every person, who contravenes' any provision, of this part and every such penalty shall be recoverable under The Summary Convictions Act. III RUNNING AT•LARGE OF DOGS For the purpose of this Part a dog shall .be deemed to-be running at large when found in a highway or.,other public area and not under the control of any person. Any person who contravenes any provision of this part shall, upon conviction, be' liable to a penalty not exceeding $50.00, exclusive of costs, recoverable under the provisions of The' Summary Convictions. PART IV RABIES CONTROL When a dog is known to have bitten a person, the Medical Officer of Health may order that the dog J:le kept under supervised quarantine for a period of 14 days, and the owner,--if-known; Shall be held responsible for the cost of such quarantine. Fanners are very conscientious about the use of any product which would present a, hazard to pUblic health and if in fact , a hazard existed, would themselves endorse a with- drawal of the product. Through our provincial Ontario Beef.lm- provement Association: and national Canadian Cattlemen's _Ass_miation.,_wp_know that no evidence has been documented which would indicate that feeding DES to fattening cattle at the rate of 10 mg. per head per day is a hazard to public health. To ban the use of DES is also unfair to consu-rners-w-ho-wOuld Ace-the —7-- certainty of increased beef prices: with the loss to use of this valu- able production aid." In this By-law: (a) "Dog' means a male or female dog. (b) "Owner" of a dog includes a person who possesses or har-- bows a dog, and "owns" and "owned" have a corresponding — Meaning. (c) "pure-bred" means, (I) registered or eligible for registration in the register of The Canadian Kennel Club, Incorporated, or (II) of a class designated as pure-bred in the regulations; "Animal Control Officer" shall mean the person or associa- tion appointed by the Corporation of the Village of Lucknow to enforce this by-law and any servant or agent or such person or association employed for the purpose of enforcing the Said by-law. t. PART • LICENSING AND REGISTRATION,OF DOGS . 40_ _Every-owmer of-a-dog-in-the-Village w of Luckno shall within, one month after becoming such owner, cause such dog to be licensed in the office of the Village Clerk for the period which . will expire on the last day of December in the current year, and shall thereafter annually on or before the 28th day of February each year cause such dog to be again licensed for one year from the said 1st day of January.Every owner shall pay the following license fee: For a/male dog or spayed fema d . . . For each additional-male dog spayed female-d $ 4.00 og —6;00 For a female dog, if only one is kept 10.00 For each additional female ' dog 15.00 The wner-of-a-knennel-of-purebred--degs, registered in th register of The Canadian Kennel Club, Incorporated shall pay an annual tax' of twenty-five dollars ($25.00) to the Treasurer of the Village of Lucknow. . (a) On payment of the license fee referred 'to in (a)' above the owner shall be furnished with a dog tag for each dog so licensed. .(b) The owner shall keep such tag securely fixed on the dog at all .times, during the year and until he procures 'a tag for the following year and no person other than the owner of a dog shall remove the tag from such dog. (c) The tag shall bear a serial number and the year to which it applies and a record shall be kept by the Municipality showing the name and address of the owner and the serial number of the tag. (d). No •person 'shall use a tag UPon a dog other than that for which it was issued: (-e) Nolicense-shall-be-transferable-and-the license-mferred to in Section 1 shalll, expire and become void upon the sale, death or other disposition or disposal of the dog to which such license relates and the tag furnished for such dog shall' be forthwith re-. turned to the Municipality.
