BE IT ENACTED AS A BY-LAW
OF TILE CORPORATION OF THE
TOWNSHIP OF KINLOSS
AS FOLLOWS:
1. `.`Waste Disposal Site" means
the lands in part of Lot 16, ,
Concession 6, ICiplOss Town-
ship, containing 10 acres more
or less.
2. This bylaw shall not apply to
the disposal of household or
farm wastes by any person On
his own land, unless.. in- the op-
inion of the medical officer of
health, 4 such--diSposal- creates, a
nuisance or a hazard to- public
health.
3. No land or structures within the
Township of Kinloss save and
except the lands described
above shall be used for the '
purpose of depositing or dis-
posing of 'waste. '
4. The lands above are hereby
designated as a waste disposal
• site and shall be operated and
maintained as a land, fill op-
eration and so to conform with
the requirements prescribed in
the Waste Management Act
1970, and the Regulations made
thereunder and all other ap-
plicable Statutes and Regula-
tations.
5. Residents of the Township. of
Kinloss ONLY may use the
w-aste,_,dispos-aLsittoleposi
all kinds of waste collected in
this municipality.
EXCEPT:
(a) industrial wasteand hauled
industrial waste. • /
(b) hauled sewage.
(c) dead animals and condemned'
animals- and parts thereof.
CO Hazardous waste, - t c,
chemical wastes, - herbicides,
pesticides and other poisonous
products,---explosive matert
(e) demolition and construction
wastes except by special 'writ
permissions of the Munici-
pality: . ,
(f) /abandoned vehicles including
farm machinery• or other bulky
wastes.
(g) other material which, • in the
opinion of the attendant' at the
waste disposal site, may-cause
a nuisance or health hazard*
cannot be safely or convenient
ly incorporated into the , land
fill operation. .
6. No person shall 'deposit waste
at' the waste disposal site:
EXCEPT:
(a) in the area or in the manner
directed by the attendant.
('b) in compliance with any signs
on:notices-which-may-be-posted-
or with the • authority 'of the
Council.
(c) during the hours when the site
is open to the public.
(d) when the attendant is on duty,
(e) all papers, must be put in
bags and tied.
8. In accordance,with the Air Pol-

shall set a fire at a waste dis-
posal si
The Council shall appoint an at-
tendant of the waste disposal
site to carry out and enforce
the provisions of, this by-lat.
10. This 6y law shall not relieve
any person from conipliance

plicable statute or regulation or
order of the medical officers
of health. -
11: Any- person who contravenes
any of the provisions of this
by law shall be liable to a fine
not exceeding $300.00 for each,
offence exclusive of costs.
