WAS ITA GOOD DEAL?
Well over a year after -the. Lucknow Public School" fire, the
. ruins of the building continue to be an eyesoreto' the village of
Lucknow- well as presently
a, hazard foryoung children• who, with
natural curiosity, find what is left of the building fascinating.
Understandably, Ahem' were many immediate and: more urgent
problems immediately following the fire of more than a year, ago.
•The fire ruins were 'a less important matter for' the. school board
• te deal. with and consequently uthe matter was set aside. The 'settle-
entl
ment of the insurance claim. Was also a slow matter.
'As' the end of 1968 approached, an agreement was made
bet-
ween:thevilla eof Lucknow and the townshipschool area of Kinloss •
and Lucknow, that the school property and the ruins thereon become
the. property of the village and in return :the, obligation to the village
by the school board for rent of the town hall , for • classrooms, etc.
would be overlooked "
Many are seriously doubting the wisdom."ofs this arrangement..
It is the feeling 'of; many in the community who have 'approached
this newspaper,- and, the feeling of the writer, that insurance money
from the school should have clearedthe-fire ruins up properly before
any other considerations.. -
The 1969 Lucknow council has received an estimate • of• $3500
to' clear the fire ruins: from, the site. This did not„include clearing out
the basement area of the old school with its :.concrete walls and rubble •
from the fire. It would therefore' leave the land, where the old school .`
:sat, , as practically ,useless : for anything except a• parking lot. The
alternative, to dig "out'' the basement of the school,' would • run into
,.much_more...money., u_
' The area hat been suggested as .a possible location for a `medical
• centre ''but •up until the' time . of the* last council meeting, , nothing '.
concrete had been.advanced to Lucknow village' council in this regard.:..
At • the last council. meeting, 'suggestions . were .'made . that 'the
.. property : .e' offered for sale if no ` other' concrete proposals came •
• before council. 'Council' feel they presently have enough park land .
and do not wish to get into the real 'e.staite business. • f couuncil found
•
an interested ..purchaser, and• the property was sold,` the fire .ruins
'could conceivably. stand for Many. years ;m its present''. condition on
private property
The Chesley Enterprise, rn last weeks' issue suggests that pos
sibly the county. school board' has. gained by the, 'disposal of the
Lucknow school :property • and ruins. The article read as' follows:
'ONE OF THE :ticklish points inn, achieving conversion
to the county board. system will 'be, handled: by the newly appointed
•..Board of Arbitrators: :They .have the job of deciding the capital value
of schools turned over to the county board, and after, deducting de- ,
benturee still owing,. will declare the net value that each district has
brought into the', system.. :Over'•in Kincardine ;a minor controversy'' 'I
has been , stirring. over disposal of one of the ' older school buildings:
uncrl had ,expec:tfnd-one of-th pools woufid-be turned
over to the town'. when the new 'school was': completed In a change of
plan, .the building' Was . appointed for, use Of the School. for Retarded
Children, and so remains part of , the countysystem,. which has not
caused the council to rejoice..
LUCKNOW, on the • other hand, hadthe rerhains of .their burnt
out public school: turned : over to the village last December, m return
for writing off the : Kinloss .- Lucknow T;S:A.. Board's- debt for . services •
rendered: since the.fire. The village's council had a wholesale turnover;
of personnelwhen the closing of the arena became: an .election issue,
`and the 1969 Council are not' too 'enthusiastic about the :acquisition of
the oldUblic school property. Removal of the ruins :will: cost at
least $3,500, witheven higher expense envisioned to.;make therproperty
fit for ,use .as'• a :building .:site.: If'' you judge by .councils' reactions in
these two cases, 'the. county school' board has gained in; one area by
retaining property, and in the other by, "having it. disposed of in the 1 •
final days of ?1eocal board's expiring term.”
