The Lucknow Sentinel, 1966-10-26, Page 16THE LUCKNOW SENTINEL, LUCKNOW, ONTARIO A repot on county road needs entitled '"County Roads. in Ontario"' has been released by Ontario High- ways Ministers, Charles S. Mac - Naughton.' The rept is based on cortnnpre- hensi've•Studies carried out by each of the 37 counties in Ontario in CO -operation with the Department ofiighways,, and. the program dew eloped by the department as a result of these studies contemplates a joint expenditure: of "$3li3.. 2 n►ilti by the counties and the Province ptween ' and 1969. 'The e ov -all study 'Sem out future road needs, reelected financial resources and desirable admin st- rative arrangements for the county road systems and supplements the individual reports prepared by the. counties in 1965 which were releas= ed earlier this. year. Accordingly. the counties now have objective and comprehensive assessments of their respective road and bridge needs, the cots of meeting these needs, the relative priorities attaching to them, and the general level of government aid available to them. in summary', the report shows that • the value of needed construct- ion on the 10,, 025 miles of roads and the 1,511.bridges under the iur sdiction of the counties currently amounts to $239,7 million, with further needs of $71,4 million anticipated to occur before themend. of 1969, In addition, some $100 ,4 • • million' will be required to main- tain the system. Against this dollar need of $411.5 million the deeport^-4grecasts revenues from loc fah taxes and normal subsidies of $256,2; million`, leaving an unmet need of $155.3 million at the end of 1969.. So as to reduce this unmet need to more manageable proportions the Minister of Highways has ann- ounced an ,incentive, program of extra, direct aid•to those countie whose, needs will require mili- tates in excess of six mills. This aid; to be made available through Askabout convenient departure and return tines Development Road. designationi. is forecast at $61.9 million in the. report, thus reducing the 'estimat-, •ed .1969 backlog to $93.3 million' =- only about 40 per cent of the current: backlog; of some 3239.7.• .million. • ' • One novel feature of the. `incenti- ve program is that, while it en- courages. low -spending counties to raise their tax -rates slightly it is so •designed: that countiesspend i ag' above an optimum lmlill-rate Q will lose some :of the extra' aid to which they would have been other. wise entitled. In no ease will •a county have to levy in excess of• 8-3/4-mills for current expendit--: ;ores Onlts desirable county road system, though in sortie circum- stances this amount may be exceeded slightly for administrat- ive dministrat-iveand debt -retirement costs. .
