Tariff Revision
This year will witness anew depar-
t
ture-the -opening of the Dbminion
Parliament in the autumn instead of
ning of the session:
Already the Government is receiving
advice as to the new tariff. From one
advocate of high protection comes the
advice to frame a teriff that, will be
"Canadian." That requirement seems
to have been fulfilled by the re.visian
of 1897, untler which the trade of the
country has grown from $239,000,900
to $552,000,000, while manufacturing
industry has prospered to an extent
never before known in the h•istory of
Canada. It is now said by lei& pre-
teetionists • that this result its due not
'to the tariff but to hatural or world-.
wide causes, over which Governments
and Parliaments have nothing to do.
The same argument was used bythe
Liberals in accounting for the prosper-
ity which teneporarily followed the N.
P. Conservatives now ivegue. as Lib-.
• erals then argued, that prosperity
would not last foreeer, and that something •must be done to prepare for a
rainy day. No doubt there is truth
and Wisdom in this contention, by
whichever party it may be advancedt
Influences stronger tnan tariffs are at
work in producing prosperity or de-
pression. But the high protectionists
who are now urgiug this view forget
that it is an argument against them-
selves, and in favor of interfering as
little as possible with the enterprise of
manufacturers and traders. •
It is true that in times of prosperity
provision should be made for years ot
depression, and no lessee seems hard-
er for Goyernments of either party. he
learn. When the revenue is abupdant
suggestions for getting rid of the sur-
plus are abundant also. A. dollar does
not look so lag in good times as in bad;
expenditures are scaled up, and when
herd times come it is difficult to scale
them down again. The N. Y. period
began with surpluses and ended with
deficits. To point out -that thismay
happen to a Liberal Government as
well as to a Conservatiye Government
is a friendly warning which a wise ,
Minister will not disregard. As to the
manner in which retrenchment shall I
be effected there will naturally be dif-
ferences of opinion between high pro-
tectionists and advocates of a low tar-
iff. •
The present tariff is a greater pro-
