Our good friend ,John Ransford,epoke
in Exeter, the other night;in the inter-
est of the Conservetive candidate. • As
he is quite eine; ble of making a good
speech on any ottcasion, we assume
that he did so on this one, and the
fact that theOonservative got 14 votes
less this time than was given in the
previous election roust not be Charged
up toour go 3d friend's speech. In fact
tve have itlon the best of authority
that had MrRerieford not spoken titers
the.probatility is that Mr Horton's
inaioeity would have been still less
than 'what it wart'. • _

IMPORTANT. DECISION - 'The
tiourt of appeal on Wednesday gave
an important judgment which de-
cides the fate of several .by laws piss-
ed by-Ontaricemanticitialities. In the
case of the LocaeOption by late darried
at Midland in Jan 1906 the Council
gave le the third' reading before two
weeks had expired after polling claY
and Chief Justice Mulock quashed it
on that ground; the "ase was then
taken to the Divisional Court, and
Mulocks decision was reversed and,
the by law upheld, it was then token
to the Court of Appeal Which consists
of five judges, and the by law is again
upheld. There are Several by laws re
Ing contested On this point among
the number being Hensall LOC/1.1 Opt-
ion by law and the Clinton Water-
works by law, and in both cases the
by law is held to be valid as far as the
objeetien is concerned.
