County to consider 2017 United Way donation

The United Way of Perth -Huron is
hoping that Huron County will step
up to the plate and help its 2017
campaign to the tune of 50 cents per
resident.
Andrew Williams, campaign
cabinet chair for the United Way,
told council at its Dec. 7 meeting
that the group had been asking for
one dollar per resident, but the plan
for Huron was to ask the county for
50 cents per resident, and then the
lower -tier municipalities for the
same.
The United Way, Williams told
councillors, focuses on four
divisions: Poverty to Possibilities,
All that Kids Can Be, Strong
Communities and Local Positive
Change. As long as funding and
programming fall under any of those
categories, the United Way aims to
support it.
In recent years, he said, the United
Way has shifted its funding model to
a three-year commitment. He says
the new model has formed a
foundation of consistency for many
of the organization's agencies,
allowing them to operate from year
to year knowing that they have
funding, as opposed to the
uncertainty of a year-to-year funding
model.
The United Way is in the second
year of the three-year commitment.
In the first year, the United Way
raised $1.2 million, which surpassed
its goals.
Williams told councillors that one
of the positive aspects to a donation
to the United Way is a guarantee that
funds stay local. If money is given in
Huron or Perth Counties, it is
assured to stay in those
communities.
He also told them that the United
Way is committed to low
administrative costs. No more than
15 per cent of donations go to
administration costs for the United
Way, which, he said, is contrary to
many "information" charts floating
around on the internet.
Council decided to direct staff to
prepare a report on the funding
request that will return to council at
a future meeting.
In addition, Erica Clark, Huron
County epidemiologist and member
of the United Way Social Research
and Planning Council, asked that
council forward a payment of
$30,000 from the 2016 budget to the
2017 budget.
Earlier this year, council had
authorized a grant of $30,000 to the
Social Research and Planning
Council for a research project. The
project, however, did not go ahead as
planned and the council needed
direction in the form of a motion to
have the payment carry over into
2017.
Council passed that motion and
will consider a donation to the
United Way in 2017 at a future
meeting after a staff report is
completed.
