County still undecided on buildings direction

While Huron County staff may
have thought council was content
with the status quo in terms of the
county's buildings, councillors have
sent staff back to the drawing board.
At Huron County Council's Oct.
19 committee of the whole meeting,
Chief Administrative Officer Brenda
Orchard raised the issue of the
county's buildings once again for
purposing of budgetting over the
next five years. The subject had been
discussed at length recently with
council debating between keeping
the status quo with employees
scattered at different buildings
throughout the county or perhaps
building a new, large office that
would house all county staff.
Huron East Mayor Bernie
MacLellan said he was unsure of the
direction, saying council should be
able to debate a number of options in
regards to county buildings, not just
an "all -or -nothing" discussion.
MacLellan said that if the Jacob
Memorial Building (in Clinton, the
home of the Huron County Health
Unit) was in good shape, which
reports said it was, perhaps a new
office could be built to house most
employees, while the Health Unit
could stay at the building in Clinton.
The discussion, however, grew to
focus on the future direction of the
county. If the decision being made is
to be one that's made for the next 50
or more years, said Central Huron
Deputy -Mayor Dave Jewitt, the
county needs to know where it's
going to be at that time.
Jewitt spoke about workforce
requirements in the future and the
ability of and benefit to working
from home and said the county
shouldn't build a gigantic building
for all its current staff if only a
fraction of the space will be needed
a number of years down the road.
Bluewater Mayor Tyler Hessel
agreed, saying that the county's
operations will need to be studied
alongside its building requirements
before any big decisions can be
made.
Director of Planning and
Development Scott Tousaw said that
when the department studied the
needs of county employees, it was
estimated that a new building would
cost approximately $13 million to
build. An outside study to evaluate
the building needs of the county, he
said, would cost the county between
$30,000 and $50,000.
Several councillors agreed that the
issue had grown to a point that they
could no longer make an informed
decision without outside input. They
also agreed that the direction of
future operations and staffing levels
would also have to be considered.
Council directed staff to prepare a
report on bringing in a consultant to
evaluate the building situation in the
county to return to council at a future
meeting.
Horseman named EMS Chief
Announced during the Huron
County Council committee of the
whole on Oct. 19, Jeff Horseman has
been appointed to the position of
Chief of Emergency Services.
Horseman has been acting in the role
since May of 2015 and the
appointment formally takes effect
Nov. 1.
"I'm very proud to serve as the
Paramedic Chief and I appreciate
the confidence and support of
County Council," said Horseman. "I
look forward to maintaining our
outstanding service levels and to
continue working with the devoted
paramedics and professional staff at
the County of Huron."

Services Department is dedicated to
leading and promoting the
improvement of health and public
safety for our citizens. The
department provides paramedic
care, emergency management
services and works with allied
agencies to educate the public about
safety and accident prevention.
