North Huron considers paperless balloting

North Huron's staff suggestion to
do away with paper ballots in the
next municipal election raised some
eyebrows at North Huron Council's
Oct. 17 meeting.
When presented with a report on
alternative voting methods,
Councillor Bill Knott questioned the
absence of polling stations for paper
ballots in the report, asking staff if
that indicated paper ballots were to
be eliminated.

suggestion was to go strictly with
telephone and internet voting, a
move with which Chief
Administrative Officer Sharon
Chambers agreed.
"It is recommended not to do a
combination of paper and electronic
as you really lose the advantages of
the electronic options," she said,
pointing to speed of results and the
impact on election staff. "That was
discussed at the clerks' meeting

Chambers went on to say she has
been involved with two electronic
elections and there are ways to
mitigate problems that arise related
to people not being comfortable with
the two election methods.
"We can have assisted voting
stations with touch -screen
technology like large touch -screens
or iPads, where people can go
behind a privacy screen and go
through the process, much like a
paper ballot, just touching the
screens," she said. "There are also
forms where people can sign to have
someone assist them through the
process."
Knott said he wasn't concerned
with having paper ballots, but did
want to have some kind of station for
people to vote if they weren't
comfortable with the telephone or
online voting. He also said that one
of Chambers' suggestions, sending
someone into retirement and nursing
homes to help residents vote, also
had merit.
"We could write those into our
policies if council wishes,"
Chambers said.
Council had other concerns that
staff addressed, including cost
savings and communication of the
change over, though those issues
couldn't be addressed right away.
Chambers explained that Al would
be looking at working with other
municipalities to purchase electronic
and telephone voting systems and
services in hopes of finding
discounts for larger contracts,
meaning that communicating
changes and knowing the exact cost
could not be determined until later.
