Councillors frustrated with mayor's representation By Shawn Loughlin The Citizen Several Huron East councillors feel their mayor is falsely presenting interests as if they are council's when in fact they are his own — and they're not happy about it. At Huron East Council's July 19 meeting, councillors expressed disappointment in Mayor Bernie MacLellan, who was not present for the meeting, and his enthusiasm for a proposed shared services agreement with Central Huron, Bluewater and now South Huron — when council has yet to decide whether or not to go ahead with it. Councillor Ray Chartrand told councillors that MacLellan spoke as a delegation, alongside Bluewater Mayor Tyler Hessel, to South Huron Council at its July 18 meeting touting the benefits of shared services and inviting South Huron to take part in the process. No councillors were told about the delegation, council didn't authorize the "top secret" delegation and only knew it was happening by coincidence, Chartrand said. When asked on July 19, Deputy -Mayor Joe Steffler, MacLellan's fellow Huron East representative on Huron County Council, said he didn't even know about the delegation. "In my opinion, this is just another example of our mayor showing total disrespect for this council," Chartrand said. "He continually goes out like a one-man show and does all this stuff without asking council or even informing us or inviting us to go to these things." Chartrand added that in his opinion the shared services project had gone "off the tracks", saying that all reports regarding shared services quote MacLellan and Hessel as stating that a shared services agreement is a "done deal". Huron East Council has yet to even discuss the shared services joint council meeting with Central Huron and Bluewater Councils last month, Chartrand said. Huron East discussion on the topic had been tabled until the Aug. 9 meeting, as MacLellan wanted to be in attendance. Councillor Kevin Wilbee agreed with Chartrand, saying that when he read an update on the shared services process in The Citizen, he assumed council discussed the issue when he was not present, but serving in his capacity as a member of a court of revision that night in another room while the meeting continued. Hearing Chartrand and other councillors, however, he learned that was not the case and the matter simply wasn't discussed. Councillor Dianne Diehl said she felt MacLellan speaking on behalf of council without its permission is disrespectful. If Huron East wants to appear united as a team behind its decisions, she said, all of council needs to be included and consulted along the way. "Representing us would mean that he's representing Huron East and he's not — he's representing himself," Diehl said. "He's got his own agenda and it's got nothing to do with Huron East." Chartrand said he felt it was telling that MacLellan asked Huron East's permission to engage in preliminary discussion regarding shared services with Central Huron and Bluewater, but then proceeded on his own to speak to South Huron. If he asked permission the first time, Chartrand said, shouldn't he then ask permission the second?
