(May include evening and weekend hours)
The Municipality of Central Huron is seeking a full-time Community Improvement Coordinator who
can facilitate a unified vision for our future. Working with various stakeholders (i.e. Council, BIA,
community groups, local businesses, Huron County and neighbouring communities) this position will
identify needs, develop a brand, and help shape our marketing and communications strategies to
foster investment and sustainable growth in our region for the foreseeable future. As a resource
for the Business Improvement Association, this position will work closely with the BIA's steering
committee to organize and direct their various annual events as well as administer their social media
and advertising needs.
Qualifications: Suitable academic accreditation (Post -Secondary Minimum) and experience in
community initiatives are essential. A confident, highly organized self-starter combined with a strong
vision, passion, and ability to build partnerships, identify needs, and support business and investment
confidence are critically important to the success of this position. Event planning, graphic design,
marketing and website maintenance experience are beneficial. Experience developing community
partnerships, working with provincial and federal funding agencies and writing funding proposals
would be an asset. Candidates must have excellent oral and written communication skills. G license
is a requirement.

Position Overview: The Outside Plant Technician position is a full

position is to install, maintain and repair various telecom / data

Skill requirements:

cat bylaw
Morris-Turnberry staff were told,
"Thank you, but no thanks" by
council after preparing a cat control
bylaw.
The bylaw, which was requested
by staff, was brought before council
during its April 19 meeting. It was
designed to allow the control of cats
outside and limit the number of cats
people can have in their homes. In
the end council felt the bylaw would
be too difficult to enforce.
Mayor Paul Gowing said he
knows that Goderich has a similar
bylaw in place, but its generally
utilized for house cats that have
tags.
"Goderich is an urban area,
however, and there is no rural
Goderich," he said, stating he
questioned how such a bylaw could
work in Morris-Turnberry.
The bylaw included rules
forbidding owners to allow cats to
run at large, forbidding owners to
allow cats to enter private property
without consent and setting rules,
fines and liability for cats at large
throughout the municipality. It also
limited the number of cats in a
home to five, however the existing
animal control bylaw already stated
that.
Councillor John Smuck, who has
historically pushed for different
bylaws for urban and rural
properties, including the munici-
pality's property standards and open
air burning bylaws, said he wasn't
happy that the bylaw didn't apply to
all landowners equally.
"This bylaw only involves cats in
town," he said. "I have feral cats and
there are people driving out and
dropping off more... Why are they
treated differently in town? We need
one bylaw for everyone"
Smuck said he wasn't in favour of
the bylaw, but, if it was passed,
everyone should be treated the
same.
Both Councillor Jim Nelemans
and Mayor Paul Gowing made
reference to the fact that cats are
dealt with differently in agricultural
areas than they are in settlements.
Councillor Sharen Zinn
commented that the municipality
shouldn't have a right to dictate how
many cats a person can have.
Despite other council members
informing her those rules already
existed in the animal control bylaw,
Zinn went on to say that the
municipality was enforcing too
many rules on people.
The policy, after some debate,
will include wording for staff who
receive calls about cats and how cats
should be dealt with if they appear
to be sick.
Morris-Turnberry Administrator
Clerk -Treasurer Nancy Michie will
bring the policy back to council at a
later date. It will be included as an
attachment to the existing animal
control bylaw.
