Council reiterates township's 14/19 funding limit

provincial government regarding the
funding opportunity. Campbell said
he didn't want the municipality to
end up paying $1 million because
14/19 Inc. had spent the funds
"somewhere else."
"That's why we have to enter into
an agreement with 14/19 Inc. to talk
about how that money is going to
flow because we are the owner of the
building," Chief Administrative
Officer Sharon Chambers explained.
Councillor Trevor Seip also had
some doubts about 14/19 Inc. and
the funds, stating he wanted to make
sure the agreement had specific
details as to any risk involved.
"Council can only be accountable
for up to $500,000," he said. "If [the
agreement] is signed, 14/19 Inc. [is]
on the hook. Yes, it's our facility, but
they have to be on the hook for the
project."
Chambers said the concerns would
be brought up during future
discussions with 14/19 Inc.
Seip was also concerned that the
council's requests for updates from
14/19 Inc. have gone unheeded.
"[Councillor Bill] Knott has asked
for an update from 14/19 Inc.," Seip
said, referring to Knott's requests
both in 2015 and January of this year
to have 14/19 Inc. provide an in-
person update at a council meeting.
"We know where the $3.3 million is
coming from, but we still don't
know where the rest of the money is
coming from. I'm okay with moving
forward, but it's always that
unknown that I'm worried about. If
they aren't willing to come here, it
makes it even a bigger concern."
Chambers explained that much of
the financing came from private
donors for which, until recently,
14/19 Inc. couldn't provide a source.
"There are a lot of things going on
behind the scene," she said. "They
haven't been able to communicate
with you what their funding plan has
been. We have discussed it, and I
have discussed with them about
coming forward with their
fundraising plan."
Reeve Neil Vincent added that
14/19 Inc. is attempting to leverage
the township's commitment and the
province's announcement to find
other sources, including federal
funding opportunities.
"We know some things, but can't
say anything about it until the person
supplying the money is ready
to announce it," he said.
Newson explained that, in
discussions, 14/19 Inc. and the
province are aware of the time
constraints placed on the renovations
by the Blyth Festival's season and
said there are still other funding
opportunities waiting to come in.
Knott said he understands the time
constraints, but just wants to make
sure the township isn't going to be
on the hook for more than its
commitment despite the fact that it's
the municipality's building.
"I just want to make it clear, once
we get the contracts, that even
though we own that building, we
need to make sure we're covered for
our $500,000 limit," he said. "In the
event we're short funding, they are
still going to be responsible. We said
$500,000 and that's the limit."
Councillor Brock Vodden said the
township's stance has always been
they would not agree to anything
until the financial backing was there.
"I understand they are frantically
meeting with the federal
government, but we're not getting
into any expenditure until it's all
planned," he said. "We can't control
the governments. We can't control a
lot of things, but we have to make
sure we have got this guarantee and
not be reckless."
