GODERICH 524-8391 Council BAYFIELD Bayfield Council met in a regular scheduled meeting on Monday, Nov. 2 at 7 p.m. Present were Reeve George Fellows, Council members Pemberton, Wilson, Chapman, and Clerk Fat Graham. An interesting feature of the meeting was the Presence of Haydn Gozzard. Haydn represented the South Chore flocking, nn arm of the Layfield Yacht Club. They use the docking facilities of the marina on the south shore of the &3vfield River. The purpose Council was relation to South Shore of ".ir. iozzard's presence before to determine where he stood in Council as representative of the Docking members. The Bayfield Marina including the South Shore Docking facilities are on Federal Government land. However several years ago the federal government, not wanting to get into the marina business, gave the administration of the marina facilities in question over. to Bayfield Council. The former Council, also not wishing to get into the marina business gave administration of the South Shore Docking facilities over to a committee of the Bayfield Yacht Club. This committee set fees for users of the facilities, built washrooms, rut in electri- city, maintained docks, paid government and village financial requirements and in general ran the facility. However, nothing was ever put down in writing. There was an agreement, but verbal only. The former council never got around to a written agreement whereby the rights and privileges of the Bayfield Yacht Club were spelled out. When the previous council chose not to run again, with the exception of Council Member Pemberton, there was a rupture in the under- standing and practice of the South Shore Docking Committee and Council. The new Council which took office in January knew little or nothing about previous practice. :=resent Council wants to take an active role in the administration of the marina facilities and wants the revenues that are generated therefrom. A right that is theirs if they so wish. Last spring the present Council agreed to the South Shore Docking Committee's estimate of $7,000. in costs to run the facility. Council asked for receipts and bills from Mr. Gozzard to substantiate the costs requested of the Village. Mr. Gozzard refused to turn over such receipts because last spring Council agreed to the estimate and he took it that the South Shore Docking Committee of which IIr. Gozzard is the chief representative, was in the role of a sub -contractor, not an employee of the Village. PAGE 3 The situation remains undecided. Mr. Gozzard and the Yacht Club refuse to turn over owner- ship of added facilities, the statements requested, and so on, to the Village until a written agreement is a reality. The present Council wants to get back into the marina business. Council made in excess of :$6,000. this past season from marina revenue according to Mr. Gozzard. ZURICH - VIAL CF LIFE PROGRAM The Zurich Lions will be delivering forms to the residents of the town and rural community around November 21. These forms are to be filled out and taped to the refrigerator door. The forms will contain pertinent information regarding the kinds of drugs or medical atten- tion each member of the household can or can- not safely take.
