Q: Why did it take 20 hours
before the OPP released any
information about the death
at Hullett?
A: We are looking internally
at what we can do better. This
isn't the norm for the OPP ...
there was a significant delay in
releasing information. Look-
ing forward, we will ensure
processes are in place to bet-
ter address the social media
issues more effectively.
Q: Why, then, was there no
mention of the shooting itself?
A: In some investigations,
there is a need to reserve com-
ment on causes of death and/
or weapons involved. This
type of information can be
considered evidentiary in
nature and discernment is
made by the lead investigator
as to the timing of the release
of this information.
Q: What is the plan?
A: Obviously, this hiccup
happened (Sept. 13) This inci-
dent is still unfolding from an
investigative point of view, but
from a communications point
of view, this is going to take
some meetings and some
discussion.
Q: But you said it's not the
norm for OPP, and we do see
you out on Twitter, releasing
information about crashes
(etc.). There must be a plan in
place already. Is it because
this was a criminal
investigation?
A: That's what we need to
figure out. What makes this
different than any other thing
we've investigated all along?
We've had other criminal
investigations ...we are pretty
transparent and accountable
on a regular basis. The ball
was dropped on this and we
are trying to figure out why.
Q: Is it because the incident
happened on a weekend?
A: This has nothing to do
with the administrative offices
being closed to the public on
weekends. Policing is a
24/7/365 service.
Q: On social media, there
was speculation and ques-
tions about the heavy police
presence in Huron County.
Residents were getting their
information from each other
on buy & sell websites. What
can you say about that, and
why didn't OPP respond to
those messages or to reporters
calling with inquiries?
A: (On) responding to
reporters' messages: I can
speak for regional command
staff who are of the same
opinion as you that we did not
do well in this area. I would
like to make the point that you
and I both know that social
media has its place in society.
But more often than not, it
gives people who otherwise
would not have a platform to
air their concern, an opportu-
nity to speak open and freely.
This can and does create
problems for emergency ser-
vice workers who are charged
with providing timely, and
most importantly, accurate
information. We needed to
address the public concerns
better. We have to do better at
this and we will.
Q: Couldn't you have at
least said this person was tar-
geted, that the public wasn't at
risk?
A: We are never assuming
that at all. We'd never come
out at this point and say 'this
appears to be an isolated case:
It would be inappropriate to
do that.
Q: Why won't OPP talk
about the other victim or con-
firm she is Eva Willer, Frigo's
wife?
Information released has to
be weighed accordingly by the
officer in charge. In this case,
the lead investigator is not in a
position to release victim
information. There are a num-
ber of investigative reasons.

Notice is hereby given to the Electors of the Municipality of Central
Huron that more candidates have been nominated to each of the
following offices than the number required to fill such offices.
Therefore, voting will take place as stated in this notice for the
purpose of electing the holders of such offices:
o COUNCILLOR EAST WARD
o COUNCILLOR WEST WARD
o FRENCH LANGUAGE
PUBLIC SCHOOL BOARDTRUSTEE (One (1) to be elected)

VOTING INFORMATION
NEW for the 2014 election will be Internet or Telephone voting
only.There will not be any paper ballots or poll locations.
Eligible electors will receive a Voter Information Letter (VIL) with
full instructions on the voting process by regular mail.The VIL will
contain your Personal Identification Number (PIN) that will gain
you entrance into the Internet voting system or the telephone
voting system.
The voting system will go live on Friday, October 10th, 2014 at
4:30 p.m. and will end on Monday, October 27th, 2014 at 8:00 p.m.
You may vote by Internet or telephone at any time during that
period. For those eligible electors who do not have access to
either a computer or telephone a computerized voting kiosk and
telephone will be available for voting at the municipal office during
working hours 8:30 a.m. — 4:30 p.m. Monday to Friday starting
October 14, 2014 and from 8:30 a.m. to 8:00 p.m. on Voting day
October 27, 2014.
If you require help, your VIL provides the telephone number of the
Help Desk or you may call or attend at the Municipal Office, 23 Albert
St., Clinton (519) 482-3997 during regular business hours, 8:30 a.m.
until 4:30 p.m.
If you do not receive a VIL by October 10, 2014, you may not be on
the Voters' List or we have incorrect mailing information and you
need to contact the municipal Office.
