NOTICE OF CHANGE TO A
RENEWABLE ENERGY PROJECT
Regarding a Proposal to Engage in a
Renewable Energy Project
Project Name: Goshen Wind Energy Centre
OPA Reference Number: F -002174 -WIN -130-601
Project Location: The proposed Project is located in Bluewater and
South Huron, Huron County, Ontario, as shown in Figure 1.

Goshen Wind, Inc., (a wholly-owned subsidiary of NextEra Energy
Canada, ULC) is planning to engage in a renewable energy project of which
the issuance of a renewable energy approval is required. The proposal to
engage in the project and the project itself is subject to the provisions of the
Environmental Protection Act Part V.0.1 and Ontario Regulation 359/09.
This notice is being distributed at the request of the Ministry of the
Environment to advise of recent technical modifications proposed to the
Project design. The modifications to the Project involve the removal of
turbines and associated infrastructure at four locations.

Bluewater man faces
sexual assault charges
The Huron County
Ontario Provincial Police
(OPP) Crime Unit with the
assistance of the OPP Child
Sexual Exploitation Unit
and the OPP Technological
Crime Unit has laid a
number of criminal charges
against a Bluewater, Ontario
resident. The alleged inci-
dent happened in Goderich
on March 20, 2014.
Kelly Laycox, a 52 year
old male from the Munici-
pality of Bluewater has been
charged with the Criminal
Code offences of: Sexual
Assault, Sexual Interference
with a Person Under 16
years of Age and Make
Child Pornography.
The accused has pre-
sented himself as a pastor,
monk and a life coach. He
has also been self-employed
as a counselor, tai chi and
taiji teacher and meditative
skills instructor. Addition-
ally, he has volunteered his
services at area schools and
community groups.
He is commonly referred
to as "Mr. Kelly" by his stu-
dents. Investigators would
to speak with anyone who
may have had interactions
with the accused directly or
indirectly.

The accused remains in
custody with a court
appearance scheduled for
April 11, 2014 at the Ontario
Court of Justice - Goderich.
