County refers bylaw to Board of Health Huron County Council thinks a proposed smoke-free bylaw for the county needs a bit of work before it can be enacted. Public Health Inspector Patrick Landry and Public Health Nurse Maryann Hayter presented the draft bylaw to council at its March 22 committee of the whole meeting. While the bylaw covered many areas, its main function was to ban smoking on all county -owned properties, only allowing smoking in designated areas and even then only under certain circumstances. Landry said that the county was a leader in smoking legislation years ago when it banned smoking indoors ahead of many other areas in the province. However, not much had been done in the area of smoking enforcement in the years since, he said, and he wanted the county to again be a leader in the fight against smoking. Huron East Mayor Bernie MacLellan, however, and several other councillors felt the bylaw was far too vague to institute as is and that while its intentions are good, it needs to be a lot more specific before it could be enforced. MacLellan asked what exactly would be considered a "job site" as named in the bylaw. He said that as soon as a site visit happens on a county project, that could then become a county job site and to ban smoking outdoors on something like that would be too heavy-handed. Howick Reeve Art Versteeg said that he had strong views against smoking and was not in favour of allowing it, but said that at a certain point he was beginning to feel sorry for smokers who were increasingly not allowed to smoke anywhere. Landry spoke specifically about county building entrances and how people could be forced to walk through clouds of smoke on their way into a building. Not only that, he said, having people smoke on the grounds of the Huron County Health Unit building gave off the perception that the county was not practicing what it preached. Landry said that while the strategy would work to ban smoking on all county properties, it would also include a substantial educational element to communicate the evils of smoking and its health risks.
