Huron East supports county CEMC proposal Huron East Council voted to support the concept of a Community Emergency Management Co- ordinator (CEMC) position being provided at the Huron County level. Council discussed the move at its March 21 meeting, but the decision had been made at the county level. It was just up for vote at the lower -tier municipal councils now. Huron East Fire Chief Marty Bedard said he was in support of the move. Bedard, along with all other municipal fire chiefs, had previously been doing the job for his municipality. However, at the county level, the 2017 budget includes a half full -time -equivalent in order to provide CEMC services at the county level and top up the position to a full-time employee. In his report to council, Knight told councillors that the CEMC position dates back to 2002 when legislation was introduced requiring every municipality to develop an emergency management program and designate an employee as a CEMC. Discussion regarding a county CEMC began in 2016, at a time when the county had a part-time CEMC. The budget suggested, however, increasing that position to full-time and taking the burden of a CEMC from the municipalities. The one notable exception, Knight said, has been Goderich, which has been resistant to the move. That, however, shouldn't have an effect on the rolling out of the program, he said. Knight told councillors that while there may be cost savings as a result of the move, they will be small. The shift in responsibility is more about preparedness than about costs. "[There are] some budget impacts, but relatively minor as the position is being funded through the county levy. Any savings at the lower tier are negligible," Knight said in his report to council. "This proposal is not being viewed as a measure to achieve cost savings, but more of a means to maintain the necessary qualifications and establish consistency across the lower tiers within the county." Council approved the proposal.
