Potential trust breach concerns M -T councillors

Morns-Turnberry Council could
be dealing with a confidentiality
breach after a short discussion at its
Jan. 12 meeting regarding closed
sessions.
During a lengthy debate about the
municipality's shared services
program and closed, or in -camera
sessions regarding it, Councillor
Sharen Zinn said she had been made
aware of information from a closed
session being made public.
Zinn couldn't speak to what
information may have been divulged
as she had brought the issue up
during an open session of council.
After Councillor Jim Nelemans
had said that councillors should be
wary of anything they say about the
shared services issue when not in a
closed session, Zinn said she
believed everything that had been
discussed was above board.
"I've had a lot of calls about things
that were said in closed sessions,"
she said. "I don't know why
[confidential information is] out
there, but if we're having a closed
meeting it needs to be handled as
closed and not have that information
out in the public."
Mayor Paul Gowing said he
understood what Zinn was saying
and had similar information, but,
because the discussion was in open
session, the two couldn't talk about
which particular issue may have
been revealed outside of a closed
session.
In a later interview with The
Citizen, Gowing said the two
couldn't bring the issue up in the
closed session later that evening
because any closed session needs to
be clearly identified with what will

be discussed, however he said the
issue was not one that was being
taken lightly.
"Council is sworn to
confidentiality," he said. "Part of my
responsibility is to make sure that is
adhered to."
Due to the vague nature of Zinn's
comments, Gowing couldn't confirm
or deny that any problem had arisen,
but he did say it would be discussed
at a future meeting.

CATHY GLANVILLE
Catherine Verna Glanville (nee
Zimmer), of Lucknow and formerly
of Walton, passed away peacefully
with her loving family by her side at
the Wingham and District Hospital
on Wednesday, Jan. 18, 2017. Born
in Zurich on March 22, 1949, Cathy
was in her 68th year.
Cathy was the loving wife of Les
Glanville, Lucknow and the
cherished mother of Doris (Lyle)
Hood, Seaforth; Veronica (Steve)
Stevenson, Brussels and the late
John Leslie Glanville (1981). She
was the beloved Grandma Kitty of
William (Robin), Wyatt and Leah.
Cathy will be deeply missed by
sisters, Evelyn, Egmondville;
Annette (Brent), London; Mary
Ellen Williamson, Thorndale and her
brother Leo (Janet) Zimmer, British
Columbia and Jack Doyle, Toronto.
Cathy was predeceased by her
parents Earle Zimmer and the
former Genevieve LaPlante, step-
father Mike Doyle, three sisters,
Barbara Arnezeder, Patricia Dawson
and Rose Doyle, and her brother
Carl Zimmer.
She fills the hearts but leaves an
empty chair at the Glanville family
table and will be fondly remembered
by her Glanville in-laws, Lloyd
(Mabel), Brussels; Alex (Gail),
Saskatchewan; Ken (Betty), RR 4,
Walton; Lorne (Bonnie), RR 4,
Walton; Roy (Karleen), Rostock;
Marj (Richard) Horst, Harpurhey;
Eileen Duncan (Eric McGregor),
Seaforth; Marleen (Don) Hill,
Brussels and Arthur, Saskatchewan.
Cathy will also be missed by her
many nieces, nephews, extended
family and friends.
Visitation was held at McGlynn
Family Funeral Home, Seaforth, on
Monday, Jan. 23. A celebration of
Cathy's life was held in the funeral
home on Tuesday, Jan. 24. Rev.
Richard Hall officiated.
Flowerbearers were Wyatt
Stevenson, Leah Stevenson, Karleen
Glanville. Pallbearers were Steve
Stevenson, Lyle Hood, William
Stevenson, Lorne Glanville, Roy
Glanville and Ingolf Christensen.
A reception immediately followed

MARY LOUISE PROCTER
January 12, 1929 - January 19, 2017
Mary Louise (nee Cameron)
Procter passed away Jan. 19, 2017.
She was the beloved wife of Ross
Procter, Brussels and loving mother
of Cam (Laurie), Louise (Tony),
Don (MJ), Christopher and Anne.
Mary Louise is survived by her 10
grandchildren and six great-
grandchildren. She was predeceased
by her parents Rachel (Rogers) and
Ewart (Tex) Cameron.
Mary Louise was born and raised
in Walkerton. She graduated from
MacDonald Hall at the University of
Guelph. She obtained her Registered
Nurse's training at Guelph General
Hospital. Nursing was Mary's life-
long passion. Guelph was a fertile,
healthy zone where she met Ross on
a blind date. Their loving
partnership was a never-ending trip.
Mary and Ross planted deep roots in
Burlington.
She continued nursing at Hamilton
Henderson Hospital in the
obstetrical department. Nature took
its course as their children grew.
Mary was heavily involved with the
Burlington Girl Guides as District
Commissioner, again nursing many
children at guide camps.
After 16 busy years of city life,
Mary and Ross moved. Mary
packed, moved house and crew to
the countryside of Huron County.
Naturally their boisterous crew
matured under Mary Louise's
supreme organizational skills and
drives of fresh air. During this time,
Mary Louise returned to her passion
of nursing at the Wingham and
District Hospital.
As usual, Mary excelled with the
Girl Guides Huron County, was co-
president of the Wingham and
District Hospital Auxiliary and a
member of the Eastern Star Lodge.
She worked tirelessly with the
Huron County Children's Aid and
Ontario Housing committees.
Mary's family was of the utmost
importance and she was well aware
of her children's activities and their
location at all times without the use
of a GPS tracking device.
Funeral arrangements are with the
McBurney Funeral Home Ltd.,
Wingham. Donations may be made

HOWARD MARTIN
Surrounded by the presence and
love of his family, Howard Martin of
Brussels went to be with his Lord
and Saviour, after a brief period with
cancer, on Friday, Jan. 20, 2017. He
was 75.
Howard was the loving husband of
Alice and leaves wonderful
memories with his children Wendy
Martin and Gary (Kim) Martin and
much -loved grandchildren Simon
and Avry.
A private memorial service was
held to celebrate Howard's life.

ISRAEL LEVI GOOD
Israel Good of Wingham, passed
away at Huronlea, Brussels on
Wednesday, Jan. 18, 2017. He was
79.
Israel was the beloved husband of
Margaret "Betty" (Biggerstaff)
Good, Wingham and dear father of
Earl and Annette Good, Kevin and
Shari Good, both of Wingham; Eric
and Lorraine Good, Smooth Rock
Falls; Neil Good, Kitchener; Paul
Good and Liane, Cambridge; Rose
and Mike Irwin, Kitchener; and Jeff
Good and Renata, Wingham. He was
the grandfather of 12 grandchildren
and 12 great-grandchildren. Israel
was the brother-in-law of Brian and
Phyllis McKee. He will be lovingly
remembered by two nephews and six
great-nieces and nephews.
Israel was predeceased by his
parents Levi and Kathleen "Kay"
Good, parents-in-law Thomas and
Audrey Biggerstaff and brother-in-
law Bill Biggerstaff.
Visitation was held at McBurney
Funeral Home, Wingham on
Sunday, Jan. 22. The funeral service
was held at the funeral home chapel
on Monday. Arch Deacon Perry
Chuipka officiated. Interment will
take place in the spring at Wingham
Cemetery.

NORMAN YOUNG
Norman Ronald Young of
Seaforth, passed away peacefully at
the Seaforth Manor Nursing Home
on Saturday, Jan. 21, 2017. Born in
Morris Township on Oct. 16, 1921,
Norman was in his 96th year.
Norman was the beloved husband
of Isabelle (nee Sellers) for 69 years
and the loving father of Murray
Young and his wife Debbie, Guelph;
Ralph Young, RR 4, Walton; Nancy
Young, Seaforth; Garry Young,
Seaforth and Sandra Jessome and
her husband Silby, Harpurhey. He
was the cherished grandpa of 10,
great -grandpa of 15 and great -great -
grandpa of two.
Norman was predeceased by his
parents Robert and Edna (nee
Mason) Young and siblings, Agnes,
Archie, Elmer and Ernest (Estelle).
Norman was a veteran of World
War II and a 77 -year member of the
Royal Canadian Legion.
Visitation was held at McGlynn
Family Funeral Home, Seaforth, on
Wednesday, Jan. 25 from noon until
the time of Norman's Legion and
funeral service at 2 p.m. Rev. Nick
Vandermey officiated. A reception at
the Seaforth Legion, Branch 156
followed the service. Spring
interment will take place in Brussels
Cemetery.
