were held on July 28, 2014
and the General Committee
Meeting on August 6.
Rezoning of Agricultural
Property
Roger and Vicky Morrison
have applied for a rezoning
of the property at 760 Bruce
Road 86 to better reflect past
and future uses for the prop-
erty. The "Special with Hold-
ing" zoning that had been
placed on the property 15 110
longer needed.
The application is to
rezone the property as 'AG -
105 -General Agriculture
Special,"AG' for agricultural
and 'EP' for environmental
protection.
The proposal is to create a
commercial zone to accom-
modate 3 1/2 acres which will
include upgrades to the
existing building, parking
and a lawn.This would per-
mit farm tours, a farm mar-
ket, an event centre with a
commercial kitchen for
cooking classes, food prepa-
rations for the cafe or to
cater weddings or other
events. A health and beauty
spa will be added.
There is only a moderate
increase in traffic antici-
pated, therefore no chages
need to be made to the
county road access and
laneway.
Council accepted the rec-
ommendation of Bruce
County that the rezoning be
approved and commended
the Morrisons for taking on
the project as a welcome
addition to the area business
services.
Zoning By -Law
Ammendment
Kevin and Cathy Ackert
have applied for rezoning a
portion of their property at
2349 Bruce Road 6 to permit
the use of the existing barn
for livestock.
A portion of the farm lies
within the hamlet of Holy -
rood while the rest remains
in agricultural zoning. The
barn had been used for live-
stock in the past, however
the legal non-conformance
with existing by-laws needs
to be recognized as the best
solution for this particular
property.
Council accepted the
Bruce County recommenda-
tion to approve the zoning
ammendment. It was clari-
fied that once this happens,
the zoning will not be
removed unless there is an
application for change. The
stipulation for the owners is
that the use cannot change
or expand as this would con-
travene the intent of this
ammendment.
Neighbours of the Ackerts
were present and voiced their
pleasure at seeing agricul-
tural buildings being brought
back into use as originally
intended, adding that having
livestock on the farm will
make it "more homey'!
Bylaw Ammendment for
Cottage Residence
Doug and Carolyn McLel-
lan have applied for and
Ammendment to allow them
to upgrade the residences on
their property at 613 Lake-
side Trail.
At present there are 2 cot-
tages on the property that
had originally been 2 sepa-
rate properties. The McLel-
lans wish to take one of the
cottages down and replace it
with a newer residence. In
doing this there would be
major upgrades to the exist-
ing septic systems and the
cottage would be set back
further on the lot. There is
also a garage in the applica-
tion asking permission to
add a 2nd story for storate.
The residences would not
be for rental, but would be
used as residential for the

owners while allowing their
family accommodation to
visit.
Bruce County recom-
mended that the Township
accept the changes as, even
though it is is direct contra-
vention of the by-law to have
2 residences on the same
property, the proposed
improvements would actu-
ally be advantageous to the
Township and County in the
future should more develop-
ment occur. It would make it
possible for the road to be
maintained with the proper
setbacks for the buildings
and the septic systems would
be brought up to code. As
there has already been the 2
cottages and garage on the
property there are no extra
environmental impacts, as
any that would come up have
already occurred.
Council accepted the
County recommendation. It
was agreed by Council that,
although it can be very dan-
gerous to contravene bylaws
and set precedences, this
particular case just had too
many positives going for-
ward for the Township and
County that it would be in
the best interest of all to all
this ammendment.
Minor Variance Granted
A minor variance was also
granted to Grey Ox Acres Inc.
for 318 Grey Ox Avenue. The
variance allows constructing
an addition to the existing
barn to use the existing liq-
uid feeding system and high
moisture silos.
County recommended
accepting this application.
Council had questions about
extra wear and tear on the
roads, but were assured that
this would not be as much of
an issue as takes place when
heavy feed trucks are involved
as the feed is stored on the lot.
As well, the extension is on the
side of the building opposite
the nearest neighbour, keep-
ing impacts at a minimum.
Council advised that the
last date for anyone in oppo-
sition to appeal this would
be August 18, therefore no
building permit would be
issued before that date.
