The people at Rural Response for Healthy Children (RRHC), a parent support agency located in Clinton whose primary focus is child abuse prevention recog- nize this and, for this rea- son, they have introduced a new program called Budget Buddies. What is Budget Bud- dies? It is a program that seeks to provide free and confidential, one-on-one, practical, skills -based and hands-on financial and household management to support families and individuals within Huron County. In short, it seeks to develop a budget that works for people's unique needs. As the financial literacy program coordinator at RRHC, Pam Hanington, describes, Budget Buddies is especially helpful for five groups of people, namely, "people living on the edge of serious debt, single parents, new, blended families, those who are on disability as well as young couples with small children who wish to move from renting a house to owning a house." All of these people are at particular risk, says Han- ington. The committee has worked since 2007 to create local terms of reference, assessment reports, and source protection plans. These documents have been completed and approved by the Province of Ontario. In fulfilment of the requirements of the Ontario Clean Water Act, 2006 and Ontario Regulation 287/07, one third of the source protection committee membership is now changing. Hanington also wants to emphasize that the Budget Buddies program at RRHC is ultimately founded upon social justice princi- ples. "Things should be fair and equal," she states, "however, because they are not, we want to know, what can we do to help?" Right now Budget Bud- dies is the only program of its kind in Huron County but Hanington hopes that one day the program will be developed in other parts of the area. The Budget Buddies program is currently being exercised as a pilot project and is funded by a grant from the Ontario Trillium Foundation, an agency of the Government of Ontario and Canada's largest granting foundation. RRHC also wants to stress that it's always seek- ing individuals who wish to volunteer in the pro- gram as a "budget buddy," namely, a budget coach who volunteers their time and works with individu- als and families to assist with budgeting, creative savings and banking and credit basics. "I don't want to die in jail": Accused murderer Panovski Dave Flaherty Huron Expositor Accused murderer Boris Panovski says he doesn't want to die in jail. Panovski, 70, who is charged with the first- degree murder in the death of Don Frigo and the attempted murder of Frigo's wife, Eva Willer Frigo, said his health is not in good condition during a court appearance in Goderich on Monday morning. Panovski, who had black hair when arrested at Pear- son International Airport last fall, is now sporting longer, graying hair. Speaking in Macedonian, he said several times that he wanted the matter to move forward. However, duty counsel John 0' Donnell told the court that during his con- versation with Panovski, the accused revealed he does not currently have a lawyer retained. Bob Richardson, a Toronto-based lawyer, has been representing Panovski in discussions with the Huron County Crown Attor- ney, but is not officially his legal representation. According to 0' Donnell, Panovski has refused to apply for Legal Aid because "he doesn't want to burden the taxpayers", despite it being explained to him that if he qualifies itis free. 0' Donnell also indicated that Panovski has requested that his disclosure be sent to him, but Justice P. Hodgins said due to the severity of the charges against the accused, that request could not be fulfilled immediately. Laura Grant, assistant Huron County Crown Attor- ney, said Panovski's legal representation issues need to be settled before the case can move forward. When asked to adjourn the matter for two weeks, Hodgins was concerned whether "anything is going to change" when the matter is brought to court. "Something needs to happen," she said. Panovski will return to court on Feb. 2.
