COUNTY HOME COMMITTEE
In presertting Mir report to coun-
cil at this, time, we wOuld, like- te
• follow the same procedure as our
last report, that is, dividing the
report into two separate sections.
The fir'st section of the report will
deal with the •regular activities at
• the County Home; the' •second part
of thkreport will deal with the new
• building program. .
First a all,• in ,connection with
the normal operations at • the
Horne, •we wbuld like to advise
:.---that Mr. Harvey Jelinstoo has fed• ;
ly recovered from his illness dur-
ing the past summer andthat we
are ve.ry -pleased to have him back
• on the job again.
• In connection with • the Ontario
'hospital Services Commission pro-
gram: when this. scheme,. was
started 'last January, the County
• Home Committee felt that in many
'cases the County, should pay the
-premium for. the residents; hoin-
ever, during the past ,simmer We
•Were advised by the Department
of Public Welfare that we must
collect this premium frorn the res-
idents, Where there- are funds
available. In other words, .the
• Department of Public Welfare will
• only subsidize these patients who
are abSelutely without funds. This
adjuStment has been made.and we
are now coinplying with the regu-
• lations as laid down by the Depart-
ment of.Pliblic Welfare in this mat-
• Following the receipt of a, re-
port from one of the inspectors ,of
the Department of Public Welfare,
the, committee recommended' that
certain furnishingsnatthe Home be
• replaced, therefore, we have on
Order at the'present time; 13 beds
and mattresses, and six chairs.
These are considered replacement
• items and, therefore, are: subject
• to 70 •per cent rebate from the
• Province. •
The committee had a request
that the -staff he given -a' shorter
Work week. " At the present time,
employees are working six days a
week It was therefore agreed bY
the comniittee that the Superin-
tendent shoidd be authorized to
augurate 51/2 -day •week for the
Staff, but that no extra staff be
hired at the present time to offset
this extranhalf day.

Home Building ecnrimittee was
held on November , 12, at which'
time the eight tenders were open-
ed- and reviewed. -The lowest ten-
der was submitted by Con -Eng
Contractors Limited, London, Ont.,
in the amount of $8577728.00.
• Onlgovember 18, representatives
of .Con -Eng Contractors Ltd. met
with the buildinwcornmittee, to ac-
quaint the members with their
company and the construction pro-
jects carried out during their 12
years ,of operation to London.
The attached -proposed- eStimate
of cost was prepared, using the
above-mentioned. tender, and was
presented on November -19- by the
Building Committee to the Depart-
inent..of Public Welfare for con-
sideration and aPproval. Mr. L. E.
Ludlew, Director, -Home for the
Aged, was favorably .impressed
with the general -construction ten-,
der ($1.04 per cubic foot), the ov-
erall ':eost estimate, and the result-
ing per bed cost of $6,040.57, which
is Jess- than the per bed k Cost al-
loWed by the department. His re-
, commendation for approval., has
beeinorwarded to the Minister of
-Public Welfare, which, together

May I take this opportunitY of,
saYing thank you for. the privilege
of appearing before Huron Comity
Council to outline the agrieultural
• a.ctivity within the county &ring
the past, year. Huron is., a, rich
county in both people and agricul-
tural valuation: The Minister. of
Agrieulture, the Hon. W. A. Good-
fellow, in his remarks at the open-
,
with probably the greatest returns
for money invested. Two new dis-
eases we will lie concerned with
in the coming year will be Lep-
tosPiresiS and Johne's ,Disease.
Huron County had a 'fairly good
• year as far as crops are concern-
ed. Grain yield was not as high
as the 1958 crop, hut was an avers
age one, Hay was plentittil, With
fodder and husking corn above av-
erage., The white°hean crop gave
us a scare because of the Preval-
-en& , of late blight. A hot, dry
weeknat.the critical stage saVed
the crop, and returns were some -
What above average. Plans are
underway for some work in blight
control in 1966. Some work will
have to be done on Mexican Bean
beeqe control. Sixteen farmers.par-
ticipated in a pasture' competition,
with Alvin Betties, of Hayfield, the
winner and runner-up in the zone
competition, The Crop Improve-
ment Association have earried on
a varied program. during the year,
with a number of demiinstrations
that have proved wortliWhile. Sug-
ar beet transplanting has advanc-
ed far enough to move to the field
with transplahting to be done on an
acre basis • with a transplanter.
More work should be 'done with
birdsfoot trefoil on land not -suit-
able for alfalfa.
• -During the year Huron County
has.,. become "gazetted” and now
has been declared a Brucellosis
• Control Area. It is not known when
'testing will take place, but com-
pensation may be paid on reactors
• uncovered from official tests.

Agricultural Representa ve
The Junior Extension program
in Huron County continues to be
one of the largest programs of this
type in Ontario. 13asically, it pro-
vides an agricultural`• education
program through the ,organization
and direction of a large number
•of. 4-11 'agricultural clubs -and six
• leeal Junior Farnter-aUbS. The
motto ef.th 4 -If Club program is
"Learn.'To Do By Din" and by
keeping thisnin mind we feel that
future citizens • and agricultural
leaders are in part trained.
This year .a total of 407 projects
were started by boys and girls in
Huron County', and 89.9% of these
were brought to a successful con
-
elusion 'This record compares fav-
orably with ,past years.. In 1958,
, 89.3% of all. proaects were
• completed; in 1957; 89.41 -to, and in
1956, 84%. '•

Highlights of the 1959 4-H pro-
gram hi Huron County -included:
a visit from a group of 4-11 mem-
bers from • Gratiot County, Michi-
gan, in late August; a line Junior
Fair held at Seaforth,,,Fall Fair,
including the ChairTpionshin 4-H
Beef, Swiney -and -Grain Shows; the
4-H Dairy ehampionship show at
the DlYth Fall Fair; the winning
of, two breed championships and
the Reserve Grand Champion at
the 1959 Queen's Guineas Class by
Huron Comity 4-11 members; an
interesting bus trip to the Ontario
Agricultural College in July.
• Judging Competitions -
On, May 23, 1959, a total of 196
boys and girls 'took part in the
• livestock,jedgingeompetition. This
is a slight decrease in number
froinlast year, however'still main-
tained the record of one of the
largest county contests in Ontario.
On March .6; 1959, 119 contest-
• ants took part in the annual seed
judging competition representing'a
• ,slightincrease in number over 1958.
• A team of three boys were select-
ed to represent Huron County at
the Inter -County seed judgirtg com-
• petition at London: This team was
successful in bringing the Pant-
er's Advocate troPhy-to.nguron.
County for the second year 10Suc-
cession. This trophy is awarded
annually to the team with the high-
est score in the competition.
Thirteen boys from Huron re-
presented the cottntY in the 1959
• c.N.g. judging competition and
• won a total. Of $101 in prize money.
A Huron 'County boy was the top
judge in the Junior Swine SeCtion
at -this competition. • '
At the. Western Fair judging
coropetition a total of 25 contest-
ants frail Huron • County again
made a fine showing.
At the 4-11 Inter-CluhcOinpeti-
tions',..six teams represented Huron
• Cotinty 4-H Clubs competing with
250 .other tearns from allover, On-
' -tario, The team Members, I feel,
all gained a great deal from this,
experience.
• At the Inter -County Livestock
judging., competition at the Royal-.
