GREY COUNCIL Grey Township Council at its April meeting accepted the tender of McCutcheon Motors Ltd., Brus- sels, for a Chev. half -ton trick for $1,798.55. Area councils Report Meetings LOGAN COUNCIL Logan Council held their regular April meeting in the evening with all members present, the reeve presiding. The minutes of the last regular meeting were read and adopted, and correspondence read. Road accounts totalling $2,462,46 and general accounts amounting to $2,046.62 were ordered paid. Frank Campbell, of the F. A. Campbell & Son insurance office, was present, soliciting the renewal of the insur- ance policies carried by their firm. All policies were accepted and no changes made. Five tenders were received for the construction of the Anderson Municipal Drain. The contract was awarded to R. K. Clarke & Son for $1,995.00. Due to the passing of John E. Siemon, Russell Sholdice was ap- pointed to complete his le i term on the Mitchell and District Planning Board. The meeting adjourned to meet May 1, at 7:30 p.m. EAST WAWANOSH COUNCIL East Wawanosh Council met April 4, with all the members present and Reeve Hanna presid- ing The minutes of the meeting held March 7 were read and adopt- ed on motion by Robinson and Buchanan. The following motions were car- ried: Snell -Pattison: That council pay the account of the Wingham Rural Fire Committee. Buchanan -Robinson: That coun- cil join the Huron County Munici- pal Officers' Association and pay the membership fee. Pattison -Snell: That council, pay Gordon James $118.50 for Iambs killed and injured ,by dogs, and John F. McCallum for two trips and mileage as livestock valuer, $11.00. The Sturdy Municipal Drain re- port was read at 2 o'clock. Clifford Dun- bar and Archie Mann were ap- pointed as commissioners. The re- quest of S. McLean and H. Me - Naught to clear and repair the Machan Drain from its outlet into the Beauchamp Drain to the out- let of the McNaught Dram was ac- cepted and Archie Mann and Clif- ford Dunbar' were appointed com- missioners. A motion was passed to pay the membership fee of $20 to the Hur- on Municipal Officers' Association. General accounts in the amount of $1,248.42 and road accounts in the amount of $1,584.72, were ap- proved for payment. The meeting adjourned until May 6. Present were Reeve Clayton Smith, and Councillors Harold Hunter, George Frayne, Ward Hern and Archie Etherington. The minutes of the last regular meeting, held on March 6, were adopted on motion of Frayne and Hern. Council was advised that the De- partment of Highways had approv- ed the contracts awarded at the last meeting for weed spraying and supply of weed spray =aerial. Ratepayers on the Stone Municipal Drain have been notified .hat the report of the Engineer will be read at 3 p.m. County weed inspector Alex Ches- ney intervied council about road- side weed control measures for the current year. Council advised that a spray program has been laid out. Tenders on Easton bridge closed at 3 p.m. as advertised. Bridge Engineer B. M. Howes, O.L.S., filed on the third day of February, 1961, recommending a work of repair and improvement on the Stone Municipal Drain at an estimated cost of $3,200, be provisionally adopted. Moved by Etherington and Hern: That a by-law providing for the repair and improvement of the Stone Municipal Drain, according .to the plans and specifications made by J. A. Howes, engineer, under date of January 30, 1961, be prepared and sent to each of the assessed ratepayers by registered mail and a court of revision on the assessments made by the en- gineer to be held on May 1 next at 3 p.m., and tenders for the con- q'truction of the work be called to close on May 1, at 3 p.m. Hunter and Frayne: That Hub- ert Hunter be appointed a warble fly inspector for the year 1961 and that he be paid at the rate of $1.15 per hour while engaged in his duties. Council instructed inspec- tors to charge cattle owners out- side the township 15 cents per head per ,spray. Frayne and Etherington: That `the petition presented by William Stephen, Gerald Lawson and oth- ers praying that Branch "A" of the Brock Creek Municipal Drain be extended to provide better drainage in the area be accepted and that C. P. Corbett & Co., of Lucan, be appointed as engineers to make a survey and bring in a report. Hunter and Etherington: That the treasurer be instructed to pre- pay the 1961 ,county rates by the amount of $10,000. Regarding the Tuckey Municipal Drain Extension report, filed by C. P. Corbett & Co„ March 27 last council instructed that all in- terested ratepayers be notified the report will be read May 1. Hunter and Frayne: That spray insurance policy, premium $100 and equipment floater policy, prem- ium $360, be renewed with W. H. Hodgson Insurance. Hern and Etherington: That renewal of truck insurance policy, premium $39.20, be renewed with N. G. Clarke, Frayne and Hern: That the re- port of the road superintendent be accepted and road accounts vouch- er of $1,961.68 be paid. Treasurer N. G. Clarke reported receipt of $30 in accounts receiv- able from the road superintendent and other receipts of $19,564.26; balance of cash as of March 30, $14.149.31 The tax collector, Mrs. B. M. Woods, reported collection of $655.67 during March, leaving $6,883.39 in 1960 taxes still out- standing. Hunter and Hern: The current accounts voucher of $12,531 be paid. Council discussed complaints about the dumping of refuse and dead animals on roadsides in the township, and the dumping of dead animals and rotting turnips at the municipal dump, also burnable waste, such as paper, at the dump, which is frequently blown by the wind out of the dump area and on to neighboring farm properties. Council deplored the attitude of person guilty of these offences. Moved by Frayne and Hern: That a notice be published in the two weekly newspapers covering the township giving notice that dump- ing of any kind on the township roadsides is strictly prohibited, and the dumping of dead animals, rotting refuse and paper at the municipal dump is also prohibited, and that persons found guilty of any of these offences will be prose- cuted. ' Correspondence was read and dealt with as follows: Ontario De- partment of Highways: Payment of balance of 1960 road subsidy of $16,101.95, details noted; District Municipal Engineer: Notice of new standards set for bituminous pav- ing by the Ontario Department of Highways; County �f Huron: Ad- vising that the county by-law pro- viding•.for discount on the prepay- ment of county rates had been amended to provide for payment of discount for part month periods; Huron County Municipal Officers' Association: Notice of annual dues and spring meeting and Planning Workshop, April 25 and 26, council directed that dues be paid, and arrangements made for delegates to attend meeting in Goderich ; Town of Richmond Hill, asking for endorsement of resolution calling on Province to assume the whole cost of education, council directed that the request be filed; Ontario Department of Commerce and De- velopment, re danger of spring flooding, filed; Ausable River Con- servation Authority: annual requi- sition of township share of basic levy of $20,000, Usborge share $1,- 379.81, council directed it be paid; Huron County and Crop Improve- ment Association: letter of thanks for grant from township in aid of annual seed fair, noted and filed.
