SURROGATE COURT RULFS,
The Judges of the Supreme Court
of judicature have promulgated a new
set of rules regulating the procedure
and fixing the fees in the Surrogate
), Courts, to take effect on and after,Ist
of April 189,2, after which date the
present rules are reseinded. We call
speCial attention to rule 46. This
Tule after, prohibiting the Registrar
from preparing applications for pro-
bate or administration where the
•value of the propertydevolvina exceeds
proceeds as follows: "And in no
-other case shall any person other than
the applicant or his 'Solicitor either
• directly or indirectly -zprepare the
• application or other papers" to he used
in any application or matter of the
Surrogate Court.
Nor shall any person other than a
Solicitor be permitted to practise in
the Surrogate Court.
This rule absolutely prohibits all
persons other than Solicitors from
preparing papersfor applicants for
probate or ' administration. We are
informed that our Surrogate Judges
will enforce strict observance of the
.new Rules after April lat..

-1MIL Lisrtit has presented a petition in
the House of Commons from sixty re-
sidents of Lehdon, preferring serious
charges against Judgc Elliot. The
petition sets forth that the Judge disre-
,
• garcling the decision of the Ontario
Clourt of Appeals, which was sought by
the Conservative lawyers for the guid-
ance of the Judge, after the decisions
r of the revising barrister were appealed
from. He is also charged, it is said,
• with contributing editorials and corre-
-spondence to the London Free Press in
'reference to the cases before him, and
with stating in offensive terms on the
••street what his decision of the disputed
points would be. The 'petitioners say
Judge Elliot's conduct shows him to be
a violent partizan, incapable of giving
an unbiased judgment. The petition
virtually asks for his impeachment by
the House.
