A GOOD BILL.
The season for manufacturing cheese
at the factories will soon commence,
and in order to protect the honest
patrons and others from frauds, Mr. H.
P. O'Connor, the able representative
of South Bruce has introduced a bill
in the Ontario Legislature, that should
wrove of great benifit to the country.
An act waspassed some time ago by
the Legislature, making it a serious
crime to send diluted or inferior milk
to factories, but by a recent decision of
the courts, a patron could not be
prosecuted unless it was shown that
• he was actually personally aware that
the milk was "doctored." This decis-
ion completely distroyed the usefulness
of the law; for the the wife or any
member of the family could supply
the water and the owner or head of
the house could 'not be prosecuted
because he himself did not commit the
,act although he may have profited
knancially by the fraud. Mr., O'Con-
nor's arnendments.fully cover all the
weak points in the old law and should
•
be adopted. Clause six of the bill says:
"Any person charged under the first
three sections of this Act it shall be
sufficient in the absence of other
• -evidence on which to found a convic-
tion to show that such milk so sent,
supplied or brought to a butter or
-cheese manufactory to be mannfactur ed
into butter or cheese is substantially
inferior in quality to pure milk, pro-
vided that the test is made by means
•of a- lactometer or cream gauge or
some other proper adequate test, and
is made by a competent person; and
, no person shall escape the penalty
•provided for the violation of this Act,
(in case the milk is proved to have
been deteziorated or inferior so pure
znilk) by 'showing that he had no
personal knowledge of the inferior
qtytlity or deterioration of said %gin"

REFORM CONVENTION.
The London Adtkrtiser makes the
suggestion that a general meeting ot
the Reformers of the Province should
be het(' at some- time in the near
future. The idea of holding a meeting
-of this kind is a wise one and we
believe would accomplish a great deal
•of good. it would afford the repres-
. sentatives from the different parts of
of the county an opportunity to meet
*together and discuss the trade question
and other leading issues with the
leaders of the party. We believe
the people should be taken into their
confidence and given an opportunity of
.expressing their appro val or disapproval
of any portion of the general policy of
the Liberal party. Both in the
United States and Great Britain this
course is adopted by the leading. poli-
tical parties, and it is ,at these, repre-
sentative gatherings of the people that
the platform of the party is agreed
upon.
THE attention of Public school
teachers is called to the following
change in the subjects required foar
entrance examinations. The exam-
ination in poetical literature will be
based partly on prescribed selections
from the authorized reader and partly
on the reniaining lessons of that reader.
in addition to selections especially
prescribed for memorization, the can -
date will be expected to have mernor-
, ized passges of -special beauty from
the other lesson of the Fourth Reader.
At the examination in composition,
the candidat,e will be expected simply
to write a letter and a narrative
-of discription, each being of about 30
lines in length. In writing and draw-
ing, candidates will submit their copy
books, showing their work in writing
for at least three months, and drawing
BLAKE FOR WEST BRUCE
There is a call for the Hon. Edward
Blake to re-enter public life as an inde-
pendent Liberal. The honorable 'gen-
tleman is both able and honest, and by
his presence at Ottawa these days he
could do a great deal to re-establish right
government in the land. A .cor-respon-
dent has asked the Lucknow SENTINEL
whether the honorable gentleman could
not be seated.for West Bruce. The
SENTINEL, while not pretending to
speak for the whole riding, unhesitat-
ingly answer "Yes." West Bruce is a
riding constituted, under the infamous
Gerrymander of 1882, to hivethe Lib-
erals, and there is no reason to doubt
that if a vacancy - were created Mr.
Blake would either be returned unop-
posed or by a majority enormously
large. What say the M. P. for the
riding and the local Liberal associat-
ions?—London Advertiser.
HOUSE OF REFUGE
• Contrary to customs, says the Sea -
forth Expositor, "the grand jury at the
re3ent assizes in this County, did not
recommend in their presentment the
erection of a House of Refuge. they
did the next best thieg, however, or
perhaps a better thing. While deplor-
ing the necessity of incarcerating the
poor as criminals in the gaol and the
heartlesness of such a proceeding, they
recommended that a vote be taken in
each municipality at the time of the
municipal elections to determine
whether or not a majority of the people
are in favor of the establishment,of
such an institution. This is a very
good suggestion and should be acted
upon, but who it is that has the author-
ity to order such a vote we do not
know. However, that is a matter
which, we presume, can be u1tin3ately
determined. Such a vote would afford
an opportunity of having the question
thoroughly discussed before the people,
both by those in favor of the scheme
and those against it. We believe that
if thefacts were intelligently laid before
the people of this county, and the vote
could be taken squarely on that issue
and Uninfluenced by any other consid-
eration, that a large majority of the
people of the county would•declare for
a House of Refuge."

HON. Mr. DeBoucherville is a living
exemplifications- of the necessity of
curtailing the number of legislative
bodies in Canada, He is Promier of
Quebec, member of the Legislative
Council of the Province and a Domin-
ion senator. When one man can fill
all these offices without working over-
time, it is safe to say the number of
offices is greater than need be.
MR. DACE, of Kincardine, offers an
amendment in the Ontario Legislature
to the Building Society's Act, that will
be of great benefit to borrowers of
nioney from these societies. He. asks
that clause 66 of that act be amended
by striking out all the •werds after the
words "but all borrowers from the
society" in the seventh line of said
section and in lieu thereof inserting the
following wprdi: "But no such bon ower
from the society who is not a subscriber
to the stock, or a member of thesociety,
shall be subje2t to the rules thereof un-
less the 'mOrtgage or other security
given by the borrower, expressly pro-
vides in writing that . the rules of the
society shall fo-ra part of the contract
or obligation entered into by the borrow-,
er and in such case the said rules shall
be printed or written in the said mort-
g-ige or other security. This will
enable the borrowers to -know just ex-
actly what obligations he will lapse to
meet.
