New regulations for trailer parks in Clinton

from Central Huron will be
invited to a council meeting
to discuss a specific issue -
year-round living at trailer
parks that are not designated
for that purpose.
This issue has come up at
council for years. Now, they
are doing something about
it.
The problem is that many
of these trailer parks and
campgrounds being used for
full time residency are desig-
nated as "seasonal" which
means they are intended for
recreational use only.
However "seasonal" is a
vague word. If someone
leaves for a few weeks during
the year, they could still
argue that they are living
there seasonally.
"So the crux of the issue
with regards to the trailer
parks [...] is we recognize
that within Central Huron
there are seasonal trailer
parks that we've allowed
through a natural need
and an organic process
where some people just
started living in those
places year round," said
CAO Steve Doherty at
council's recent strategic
planning meeting. "We
didn't enforce the bylaw,
and over the years, we've
been very fortunate noth-
ing bad has happened."
There are various compli-
cations with people living in
these areas full-time. Infra-
structure such as the heating
system and hydro is only
meant for seasonal use and
can become overwhelmed.
The trailers are not built to a
standard to handle winter,
and many services are not
available year round to these
places.
What is finally prompting
council is now there's a
growing market for these
smaller footprint, affordable
living homes, and they have
several applications of com-
panies wishing to develop
areas where they want year
round servicing with water,
sewage, etc. So it is time to
draw a distinction for these
places.
"It could really potentially
benefit the municipality if
we open our doors to satisfy
this need for those people,"
said Doherty.
The new enforced standard
will be that any new trailer
parks which are designated as
mobile home parks and are
built to that standard can be
lived in year round.
However those designed
as recreational won't be
allowed to have permeant
residents. This will be
enforced by making these
parks close their gates for the
winter season.
Council has expressed
before that these parks can
be useful for providing lower
income housing. They also
don't want to kick people out
of their trailers who have
been living there year round
for years and might have no
place to go.
For this reason, people
who have been living in their
trailers year round will be
allowed to do so. Any new
trailer parks developed,
however, will have to follow
the new rules.
