HomeMy WebLinkAboutClinton News Record, 2016-11-02, Page 2626 News Record • Wednesday, November 2, 2016 BSRA encourages residents to send their comments regarding shoreline management plan Lynda Hillman-Rapley Postmedia Network After two meetings with Ausable Bayfield Conservation Authority steering committee and Board, it was decided the Shoreline Management Plan (SMP) would follow the process with a December 1st deadline for comments and public meet- ings eetings in 2017. This has been a contentious issue since the draft report came out in September. The SMP addresses the shoreline hazards for flooding, erosion, and dynamic beaches and their impact on shoreline develop- ment. The update began in July 2015 with the draft report from the consultants released last month. Although this report is a draft that was not clear when it was posted. Geoff Cade, Supervisor of Water and Planning for ABCA told the Lakeshore Advance that on October 17th what was intended as steering committee working meeting resulted in it being opened up so more than the scheduled speakers could contribute. At the end of that meeting the committee passed a motion to recommend to the REAL EW1.P.TE LTD_ Board that they throw out the report. Cade said he was pre- pared to, at that meeting pre- sent the comments they had received to date. With the motion to scrap, that did not happen. He continued by stating on October 20th the Board met and voiced that they fully understood the concerns of the shoreline residents but were cautioned by their lawyer that the notice could not be prema- turely removed from the site as it was intended to be there for 90 days. He says he under- stands the confusion and some of the interpretations of the report have angered the resi- dents. "I fully understand the concerns. This was a process that intended to get comments to move forward for local policy" The Board voted to receive the report for information but did not accept the content. Sue Haskett, president of the Bluewater Shoreline Residents' Association (BSRA) said, "BSRA is fortunate to have been follow- ing the process set out to update the Ausable Shoreline Management Plan update since the summer of 2015 when we had the opportunity to have 33 Main St., Seaforth 519.600.1577 Direct 519.272.5413 THE SIGN THAT SAYS SOLD a representative induded in the steering committee members. "We were able to communi- cate since then that the process was underway. We knew the report from the consultants was going to posted by September 1st so we were pleased that Geoff Cade, agreed to speak to us at our annual meeting August 27th to explain the process. "Once the document was posted on ABCA website, there would be a ninety day period for the public to submit com- ments and questions. The steering committee would decide between then and spring as to how much or how little of these recommendations would be included in the SMP proposal to be forwarded to the Board of Directors of ABCA for approval. There would be pub- lic meetings in the spring and summer to review this proposal and make comments and questions before it went to the Board probablylate in 2017. "Unfortunately," Haskett says. " The 127 page document posted was totally and over- whelminglyunacceptable, with a focus on direction that would eliminate any value to almost all lakefront properties from just north of Bayfield to Port Franks. Whatever the expectations of its meaning were to ABCA, it came in a package titled and posted as "Shoreline Management Plan 2016 Consultant Recom- mendation Report': The reac- tion from property owners reac- tion was understandable and spread quickly. The process was off the track" On Monday October 17th a scheduled meeting of the steer- ing committee had various twists and turns however the outcome was a motion to throw out the consultants recommen- dations. OnThursday, October 20th Cade, brought this infor- mation to the Board of Direc- tors of ABCA in his report on the Shoreline Management report where he also asked for direction in proceeding." Haskett explained that George Irvin, Municipality of Bluewater's representative on the ABCA Board made a motion that would throw out the report, but keep the techni- cal information for future information. Several Directors had not read the document and were not prepared to support rejecting the report" Irwin's motion was defeated however Metzger gave Notice of Motion for the November 24th meeting that in summary will recommends ABCA not endorse the Development Guidelines or the Managed Retreat focus. "Those of us who of course who were hoping for immedi- ate relief to the stress and con- cern were disappointed but probably we should respect those individuals would not support a motion without hav- ing the facts;' said Haskett Lambton Shore's ABCA rep- resentative said he could not support Irvin's motion as too Postmedia file photo much money (approximately $50,000 on the report) and felt the process needed to be fol- lowed but would not have sup- ported the consultants recommendations. The Board of directors of ABCA have until the next ABCA Board meeting November 24th to each carefully review the entire document, and "hope- fully understand for themselves the serious implications of this report , the damage may already be doing without being approved. and the eventual consequences to the environ- ment if it were approved, Has- kett said adding, "More than ever, BSRA will encourage property owners to submit their comments to the ABCA.
